A Judge's Journey: Patrick J. Duggan

Early Life and Education

Patrick J. Duggan was born in Detroit, Michigan, on September 28, 1933. He went to Xavier University and earned a science degree in 1955. Later, he studied law at the University of Detroit Mercy School of Law, getting his law degree in 1958.

After finishing his studies, Duggan worked as a private lawyer in Detroit. He did this for many years, from 1959 to 1976. Then, he became a judge for the Wayne County Circuit Court in Michigan. He served there from 1977 until 1986.

Becoming a Federal Judge

In 1986, President Ronald Reagan chose Patrick Duggan to become a federal judge. He was nominated on September 11, 1986, for a new judge position in the United States District Court for the Eastern District of Michigan.

The United States Senate approved his nomination on October 8, 1986. He officially started his new role as a federal judge on October 14, 1986.

Senior Status and Retirement

Judge Duggan served as an active federal judge until September 29, 2000. On that date, he took on "senior status". This means that while he was still a federal judge, he could choose to handle fewer cases or work a lighter schedule.

On September 30, 2015, he moved to "inactive senior status." This meant he formally remained a federal judge but no longer heard new cases or took part in the court's daily work.

Family Life

Patrick Duggan married Joan Colosimo in 1957. Joan was also involved in public life. She worked as an assistant to Edward H. McNamara, who was the mayor of Livonia, Michigan. Later, in 1987, Joan ran for mayor herself, becoming the first woman to do so in Livonia.

Patrick and Joan had five sons together. One of their sons, Mike Duggan, became the Mayor of the City of Detroit in 2013. Judge Duggan passed away on March 18, 2020, at the age of 86.
