Payne, also known as Payne City, was a small city in Bibb County, Georgia, United States. It was unique because it was completely surrounded by the larger city of Macon. Payne was the only other city in Bibb County. In 2010, its population was 218 people.
The community got its name from William Sims Payne. He owned a local mill, which is a factory that grinds grain. Even though the mill is no longer working, its old location now has several small businesses. Payne was close to Macon's Vineville neighborhood and business area. It was also linked to Freedom Park, a nearby county recreation area. Payne was part of the larger Macon Metropolitan Statistical Area, which is a group of cities and towns that are connected economically.

About Payne, Georgia
Payne was a small but interesting place in Georgia. It was named after William Sims Payne, who ran a mill there. This mill was important to the community's early days. Even after the mill closed, its site continued to be used by local businesses.
Where Was Payne Located?
Payne was located in Bibb County, in the state of Georgia. It was a very small city, covering only about 0.1 square kilometers (which is about 0.04 square miles). All of this area was land, with no water. What made Payne special was that it was an "enclave." This means it was a small area completely surrounded by another, larger city, which in this case was Macon.
A Look at Payne's People
Payne's population changed over the years. In 1930, there were 426 people living there. The population went up to 535 in 1940, but then it started to decrease. By 2000, only 178 people lived in Payne. However, the population grew again to 218 people by the 2010 census.
The people living in Payne also became more diverse over time.
- In 2000, most residents (about 85%) were White. About 13.5% were Black or African American.
- By 2010, the population had shifted. About 32% of residents were White, while about 65% were Black or African American. A small number of people identified as Mixed Race or Hispanic/Latino.
Why Payne Disappeared
Payne was originally expected to stop being a city on January 1, 2014. This was because Macon and Bibb County were planning to combine their governments into one. However, the people of Payne voted against this idea, with 9 votes against and 7 for. Because of this close vote, the state government decided to delay Payne's dissolution in early 2013.
But in the end, the city of Payne was officially dissolved. On March 27, 2015, the governor signed a new law passed by the Georgia General Assembly. This law officially abolished Payne as a city. After this, Payne became part of the larger city of Macon.
