Philip Walter Owen (March 11, 1933 – September 30, 2021) was a well-known Canadian politician. He served as the 36th mayor of Vancouver, British Columbia. He was mayor from 1993 to 2002, which made him one of Vancouver's longest-serving mayors. His father, Walter S. Owen, was also an important public figure, serving as Lieutenant Governor of British Columbia from 1973 to 1978.

Early Life and Career
Philip Owen was born and grew up in Vancouver. He went to Prince of Wales Secondary School and later studied at New York University. In his late 20s, he started a textile business. This business grew and opened offices in Toronto and New York City.
Before becoming a politician, Owen was very active in his community. He was a director for the Vancouver Art Gallery and president of the Downtown Vancouver Association. He also chaired St. George’s School and worked with many other local groups.
Journey into Politics
Owen started his political journey in 1978. He was first elected to the Vancouver Parks Board. This board helps manage the city's parks and recreation areas. In 1986, he became a member of the Vancouver City Council. He served on the council for seven years.
Becoming Mayor of Vancouver
In November 1993, Philip Owen was elected as Vancouver’s 36th mayor. He was very popular and was re-elected two more times, in 1996 and 1999. This made him Vancouver’s longest-serving mayor in a row.
During his nine years as mayor, Vancouver saw many positive changes. The number of people living in the downtown area doubled. This helped make the city center more lively and a great place to live. Vancouver also kept a "Triple-A" credit rating, which means it was very good at managing its money. The city was even named the number one city in the world for quality of life by a study.
Under Mayor Owen's leadership, the city also opened Library Square. This is a new main building for the Vancouver Public Library. It has a unique and modern design by the famous architect Moshe Safdie.
Recognitions and Community Work
Philip Owen received many awards and honors for his work. He was recognized by groups like Simon Fraser University, Lions International, and Rotary International. He also received the Richard J. Dennis Drugpeace Award and an award from the Canadian Criminal Justice Association.
After his time as mayor, Owen continued to serve his community. He was on the boards of several important organizations. These included Ovarian Cancer Canada, Opportunity International, the Salvation Army, and Vancouver International Airport.
In 2008, Owen was given a special honor. He was named a Member of the Order of Canada. This is one of the highest awards a Canadian citizen can receive. In 2014, he received the Order of the Diocese of New Westminster. This was to recognize his long-time service to St. John's Shaughnessy church.
Later Years and Passing
Philip Owen passed away on September 30, 2021, at the age of 88. He died due to complications from Parkinson's disease.
