Qubad Talabani (Kurdish: قوباد تاڵەبانی, Arabic: قباد طالباني), born on July 21, 1977, is an important politician in the Kurdistan Region of Iraq. He has been the Deputy Prime Minister there since June 2014. Before this role, he represented Kurdistan in the United States. Qubad is also the second son of Jalal Talabani, who used to be the President of Iraq.

Early Life and Education

Qubad Talabani was born in 1977. He grew up in Surrey, United Kingdom, with his grandparents. His grandfather, Ibrahim Ahmed, was a famous writer and a key figure in the modern Kurdish movement. His grandmother, Galawejh Ahmed, was also a novelist.

Qubad's family has been involved in Kurdish politics for many years. His father, Jalal Talabani, served as the President of Iraq from 2005 to 2014.

After finishing high school, Qubad studied motor vehicle engineering at Carshalton College. He later earned a degree in mechanical engineering from Kingston University in London.

From 2001 to 2003, Qubad Talabani worked as a special assistant to Barham Salih. At that time, Salih was the representative of the Patriotic Union of Kurdistan (PUK) in Washington D.C. The PUK is one of Iraq's main Kurdish political parties. Qubad later became the Deputy PUK Representative.

In 2003, he returned to Kurdistan for a year. There, he served as the PUK's Senior Foreign Relations officer. He worked with the coalition forces and the Coalition Provisional Authority. He also helped connect the PUK with U.S. military forces in Iraq. He played a key role in writing the Transitional Administrative Law (TAL). This was the first Iraqi constitution after Saddam Hussein was removed from power.

In April 2004, Qubad went back to the U.S. He became the representative for both the PUK and the Kurdistan Region.

In 2006, the two administrations in Kurdistan joined together. This led to the creation of the Democratic Patriotic Alliance of Kurdistan and the Kurdish National Assembly. Qubad was then appointed as the first representative of the Kurdistan Region. He held this important position until 2012.

In 2014, he was chosen to be the Deputy Prime Minister of the Kurdistan Region government. He was sworn into this role in June 2014. During this time, the Kurdistan Region faced big challenges. There was a severe financial crisis because oil prices were falling. Also, the Islamic State group was causing a major humanitarian crisis. About 1.8 million people had to flee their homes and seek safety in the Kurdistan Region.

Despite these difficulties, the Kurdistan Regional Government (KRG) successfully introduced many reforms. A big part of their plan was to improve how government money was spent. Qubad Talabani led the creation and use of a biometric registration program for government employees. This helped to keep track of spending better.

He also set up and led the Department of Coordination and Follow-up. This department helped different government ministries work together more smoothly. He directed this agency for two years on behalf of the Prime Minister.

In the 2018 parliamentary elections for the Kurdistan Region, Qubad was elected to parliament. However, he did not take up his seat. In December 2019, at the fourth congress of the PUK, he was appointed to the party's leadership council.
