Abdul Rauff Hibbathul Hakeem (born on April 13, 1960) is a well-known politician from Sri Lanka. He is currently a Member of Parliament (MP), which means he helps make laws for the country. He represents the Kandy area and has been doing so since 2010.
Rauff Hakeem is the leader of a political party called the Sri Lanka Muslim Congress (SLMC). He is also part of a group of parties known as the United National Front for Good Governance.

Early Life and Education
Rauff Hakeem was born in Nawalapitiya, a town in the Kandy District, on April 13, 1960. He went to Royal College, Colombo for his schooling.
After school, he studied law at the Sri Lanka Law College. He became an attorney-at-law, which is a type of lawyer. Later, he earned a higher degree in law, called an LL.M., from the University of Colombo.
Political Career
Rauff Hakeem started his political journey by joining the Sri Lanka Muslim Congress (SLMC) party in 1988. He met the founder of the SLMC, M. H. M. Ashraff, while working at a law office.
Joining the SLMC Party
From 1992 to 2000, Hakeem was the general-secretary of the SLMC. This role meant he helped manage the party's daily activities. He also represented the party at important meetings called the All Party Conference.
Becoming a Member of Parliament
In 1994, the SLMC joined forces with another big political group, the People's Alliance (PA), for the parliamentary election. After the PA won, Rauff Hakeem became a National List MP. This means he was chosen by his party to be an MP, rather than being directly elected by voters.
The SLMC joined the new government. Hakeem was given the role of Deputy Chairman of Committees in the Parliament.
Leading the SLMC Party
In 2000, the leader of the SLMC, M. H. M. Ashraff, sadly passed away. After his death, Rauff Hakeem became the new national leader of the SLMC.
Hakeem was elected as an MP for the Kandy area in the 2000 election. He then became a Minister, in charge of trade, religious affairs, and shipping.
In June 2001, the President removed Hakeem from his minister position. Because of this, Hakeem and most of the SLMC MPs left the government.
Working with Other Parties
In October 2001, the SLMC, led by Hakeem, joined a group called the United National Front (UNF). The UNF won the 2001 election. Hakeem was then appointed Minister of Ports Development and Shipping.
In the 2004 election, Hakeem was elected as an MP for the Ampara area. However, the UNF lost the election, so he was no longer a minister.
Later, in January 2007, the SLMC joined another group called the United People's Freedom Alliance (UPFA). Hakeem was made Minister of Posts and Telecommunication. The SLMC left the UPFA in December 2007.
In April 2008, Hakeem left Parliament to run in a local election for the Eastern Provincial Council. He won and became a council member for the Trincomalee area. He later resigned from the council and returned to Parliament as a National List MP for the UNF.
Recent Political Roles
In 2010, Hakeem was re-elected as an MP for Kandy District. In November 2010, the SLMC joined the UPFA again. Hakeem was appointed Minister of Justice.
Before the 2015 presidential election, the SLMC decided to support a different candidate, Maithripala Sirisena. Because of this, the President at the time, Mahinda Rajapaksa, removed Hakeem from his minister job. After Maithripala Sirisena won the election, he appointed Hakeem as Minister of Urban Development, Water Supply and Drainage.
In July 2015, the SLMC joined a new alliance called the United National Front for Good Governance (UNFGG). Hakeem was re-elected as an MP for Kandy District in the 2015 election. After this election, his job changed slightly, and he became Minister of City Planning and Water Supply.
Personal Life
Rauff Hakeem is married to Shanaz, who owns an ice cream shop in Colombo.
