Richard Descoings (June 23, 1958 – April 3, 2012) was an important French public servant. He was best known for leading Sciences Po, a very famous school in Paris. Sciences Po is actually two parts: the Paris Institute of Political Studies and the National Foundation of Political Science. Together, they are known as one of Europe's top places for studying public policy. Richard Descoings was also a senior member of the Conseil d'État, which is a high-level government advisory body in France.

Richard Descoings was born in Paris, the capital city of France. He studied at the Sciences Po and finished in 1980. After that, he continued his education at the École nationale d'administration (ÉNA) from 1983 to 1985. ÉNA is a special school that trains people for high-level jobs in the French government.
Richard Descoings' Career and Achievements
Richard Descoings started his career in 1985. He worked as an auditor in the legal section of the Conseil d'État. This means he helped review legal matters for the government. In 1987, he became a special advisor to the Director of Sciences Po.
In 1989, he became the deputy director of Sciences Po. He held this role until 1991. After that, he was appointed Counsel of the Conseil d'État. From 1991 to 1993, he worked as an advisor to government ministers. He helped manage the budget for national education and higher education.
From 1993 to 1996, he continued his work at the Conseil d'État. He also worked on a special team looking at how the French government was organized. In 1996, Richard Descoings was chosen to be the main leader of Sciences Po. He led the school for many years, making it even more well-known.
For his dedicated service to France, Richard Descoings received several important awards. He was made a Knight of the Order of Merit and a Knight of the Order of Academic Palms. These awards recognize people who have done great things for their country. He also received an award from Brazil and an honorary doctorate from Waseda University in Japan.
Richard Descoings' Passing
Richard Descoings passed away on April 3, 2012, in a hotel room in New York City. It was determined that he died of natural causes. He is buried in the cemetery of Pernes-les-Fontaines in southeastern France.
