Robert David Fulton (born May 13, 1929 – died February 21, 2024) was an American politician. He is known for serving a very short time as the 37th Governor of Iowa. This was for only 16 days in early 1969. He also served as the Lieutenant Governor of Iowa from 1965 to 1969.

Robert Fulton had a unique career in Iowa politics. He served in different roles in the state government. His time as governor was the shortest in Iowa's history. He was a member of the Democratic Party.

Early Life and School

Robert Fulton was born in Waterloo, Iowa. He went to Waterloo East High School. After high school, he studied at the State University of Iowa. He earned two degrees there. First, he got a Bachelor of Science degree. Then, he earned a law degree, called a Juris Doctor.

His Political Journey

Robert Fulton was a member of the Democratic Party. He started his political career in the Iowa state government.

Serving in Iowa's Government

From 1958 to 1960, he was a member of the Iowa House of Representatives. This is one part of Iowa's law-making group. After that, he served in the Iowa Senate from 1962 to 1964. The Senate is the other part of the state's law-making body.

Becoming Lieutenant Governor

After serving in the Senate, Robert Fulton ran for Lieutenant Governor. He won this election. He served as Lieutenant Governor from January 17, 1965, until January 1, 1969. During this time, Harold Hughes was the Governor of Iowa.

A Brief Time as Governor

On January 1, 1969, Governor Harold Hughes left his job. He had been elected to the United States Senate. Because of this, Robert Fulton, as Lieutenant Governor, became the Governor of Iowa. He served as governor for only 16 days. This made him the shortest-serving governor in Iowa's history.

After the Governor's Office

On January 16, 1969, Robert D. Ray became the new Governor of Iowa. Ray had won the election in November 1968. The state's rules said he could only start his term on that specific day.

In 1970, Robert Fulton ran for a full term as governor. However, he was defeated by Robert Ray. After leaving the governor's office, Fulton continued to be involved in politics. He was a member of the Democratic National Committee. He also attended the 1972 Democratic National Convention.

Family Life

Robert Fulton was married to Rachel Breault. They were married in 1955. Rachel passed away in 2015. They had three children together. Robert Fulton died on February 21, 2024. He was 94 years old.
