Samuel Andrés Pérez Álvarez (born on August 27, 1992) is an economist and politician from Guatemala. He was the president of the Congress of Guatemala for a short time in January 2024. He is a member of the political party Semilla. Samuel Pérez Álvarez has been a member of the Congress since January 2020.

He worked with other members of Congress to make sure the new leaders could take office. A deal was made to allow Semilla members to be recognized in Congress. This deal also allowed Semilla members to be elected to important leadership roles.
Youngest President of Congress
Samuel Pérez Álvarez was elected president of the Board of Directors of Congress. He received 92 votes. This allowed the inauguration of President Arévalo and Vice-President Herrera to happen. It took place just after the official deadline. Samuel Pérez Álvarez, as the new president of Congress, led the ceremony. He is the youngest person ever to become President of Congress in Guatemala.
