Samuel Andrés Pérez Álvarez (born on August 27, 1992) is an economist and a politician from Guatemala. He served as the president of the Congress of Guatemala for a short time in January 2024. He is a member of the political party Movimiento Semilla. Samuel Pérez Álvarez has been a member of the Congress since January 2020.

Samuel Pérez Álvarez was born in Guatemala City. He studied at Rafael Landívar University. He became a member of the Congress of Guatemala in January 2020.
His Role in Congress
In 2023, Samuel Pérez Álvarez was re-elected to Congress. During a very important time in January 2024, there was a delay in the special ceremony for the new president, Bernardo Arévalo, and vice-president, Karin Herrera. This delay happened because of a legal issue that affected the Semilla political party.
Solving the Inauguration Delay
Samuel Pérez Álvarez, as a leader of the Semilla party, worked hard with other members of Congress. They made a special agreement to ensure that the Semilla party members could be officially recognized in Congress. This agreement also allowed them to elect leaders for the Congress, including the people who would run important meetings.
Thanks to his efforts, Samuel Pérez Álvarez was chosen as the president of the Board of Congress. He received a lot of votes, showing strong support. The new leaders were sworn in just before midnight. This allowed the Congress to then officially start the inauguration of President Arévalo and Vice-President Herrera, right after the official deadline.
Samuel Pérez Álvarez became the youngest person ever to hold the position of President of Congress.
