Shirley Joanna Rivera Zaldaña (born on 22 September 1971) is a politician from Guatemala. She is a member of the Vamos party. Shirley Rivera served as the president of the Congress of Guatemala for two terms, from 2022 to 2023 and again from 2023 to 2024. She made history as the third woman to lead the Congress of Guatemala.
