Shirley Joanna Rivera Zaldaña (born on 22 September 1971) is a politician from Guatemala. She has been a member of the Congress of the Republic of Guatemala since 2020. The Congress is like the country's main law-making body.
Shirley Rivera served as the President of the Congress from 2022 to 2024. She was the third woman to hold this important leadership role. She was also the first woman to be chosen as president of the Congress more than once. She was first elected with the Vamos political party in 2019. In 2025, she joined a different party called Nuevos Tiempos.

Shirley Rivera began her political journey by running in the 2019 Guatemalan general election. She won a seat in the Congress of the Republic of Guatemala. This meant she became a representative for the people. She was a member of the Vamos party at that time.
