Why Was the STCU Created?
In the past, the Soviet Union spent a lot of money on defense. They had many scientists and engineers. These experts worked on nuclear, biological, and chemical weapons. When the Soviet Union ended, many of these scientists lost their jobs. Some did not get paid.
Countries in the West were worried. They feared that this expert knowledge could spread. They worried that dangerous groups might hire these scientists. This could lead to more dangerous weapons being made. There were also concerns about keeping dangerous materials safe in labs.
So, Western countries decided to help. They gave money to keep these scientists working. The projects they worked on were peaceful. This stopped the scientists from selling their skills to dangerous groups. Canada, the European Union, and the United States set up organizations like the STCU. These groups provided funds for projects.
