Shelia Renee Stubbs (born February 22, 1971) is an American pastor and politician. She is a member of the Democratic Party. Shelia Stubbs serves in the Wisconsin State Assembly. She has represented the south side of Madison, Wisconsin, since 2019.
She is the first African American person to represent Dane County in the Wisconsin Legislature. Before this, she served for 16 years. She was a member of the Dane County Board of Supervisors from 2006 to 2022.

Early Life and Education
Shelia Stubbs was born Shelia Renee Hoskins in Camden, Arkansas, in February 1971. When she was a child, her family moved to Beloit, Wisconsin. She grew up and went to school there. Her uncle, Walter Knight, was also involved in local government.
Shelia Stubbs graduated from Beloit Memorial High School. She then attended Tougaloo College, where she earned a degree in political science. She continued her studies at Mount Senario College. There, she earned another degree in criminal justice management. Later, she earned a master's degree in management from Cardinal Stritch University in Milwaukee.
Career Before Politics
Before becoming a politician, Shelia Stubbs worked for eight years. She was a probation and parole agent. She worked for the Wisconsin Department of Corrections. In this role, she helped people who were on probation or parole. She was first elected to the Dane County Board of Supervisors in 2006.
Political Journey
In 2018, Shelia Stubbs decided to run for the Wisconsin State Assembly. The person who held the seat before her, Terese Berceau, chose not to run again. Shelia Stubbs announced her plan to run on the same day. She won the primary election, which is a first round of voting.
She was unopposed in the main election for the 2019–2020 Assembly term. This meant she was the only candidate. Shelia Stubbs became the first African-American woman to represent a Dane County area in the legislature. She was also the only African-American woman in the Assembly at that time.
Campaign Incident
During her campaign, Shelia Stubbs was going door-to-door. She was with her daughter and mother in a neighborhood. Someone called the Madison Police Department about them. The incident gained attention in the news. Shelia Stubbs shared what happened after the primary election.
Personal Life and Family
Shelia Stubbs' mother is Linda Hoskins. Linda Hoskins used to be the president of the Madison chapter of the NAACP.
Shelia Hoskins took the last name Stubbs when she married Godfrey Stubbs. Shelia and Godfrey Stubbs are co-founders of End Time Ministries International Church in Madison. They have one daughter together.
