Thomas Crew was the son of John Crew, 1st Baron Crew and his mother, Jemima Waldegrave. She was the daughter of Edward Waldegrave. Thomas studied law at Gray's Inn in 1641. Later, in 1647, he continued his studies in Padua, a city in Italy.

In 1656, Thomas Crew was chosen to be a Member of Parliament for Northamptonshire. This was during a time called the Second Protectorate Parliament. He was elected again in 1659, this time for the area of Brackley, during the Third Protectorate Parliament.

Thomas Crew died when he was 73 years old. He did not have any sons, so his wealth was passed down to his daughters. The title of Baron, however, went to his brother, Nathaniel Crew.
