Toba Khedoori was born in Sydney, Australia, in 1964. Her parents were from an Iraqi–Jewish background. She grew up in Australia. Toba has an identical twin sister named Rachel Khedoori, who is also an artist.

Toba went to college in the United States. She earned her first art degree (BFA) in 1988 from the San Francisco Art Institute. Later, she received her master's degree (MFA) in 1994 from the University of California, Los Angeles.
