Valeriy Shmarov (Ukrainian: Валерій Миколайович Шмаров; 14 August 1945 – 14 October 2018) was an important Ukrainian politician. He served as the third Minister of Defence of Ukraine from October 10, 1994, to July 8, 1996. This role meant he was in charge of Ukraine's military and its defense.

About Valeriy Shmarov's Life

Valeriy Shmarov was born on August 14, 1945, in the village of Zholoby, located in the Vinnytsia Oblast region. He studied at the Kyiv College of Information Systems and Technologies, where he became a radio mechanic in 1966. Later, he earned a degree in economics from Taras Shevchenko National University of Kyiv in 1972.

Early Career and Space Projects

From 1966 to 1987, Shmarov worked at the Kiev Radio Factory. He started as a radio equipment regulator and moved up to become a Production Director. During this time, he helped create control systems for different types of powerful missiles and spacecraft. This included the "Energia-Buran" complex, which was a major space project.

After that, from 1988 to 1992, he was the director of the Zhulyany Machine-Building Plant. This factory made guided surface-to-air missiles for the advanced S-300 defense systems.

Working in Space and Government

From 1992 to 1993, Valeriy Shmarov was the First Deputy Director General of the National Space Agency of Ukraine. He played a key role in developing and putting into action Ukraine's own space program.

He then became the Vice-Prime Minister of Ukraine from 1993 to 1995. In this role, he focused on issues related to the military-industrial complex of Ukraine. This means he worked on the country's defense industry, which produces weapons and military technology.

His most well-known role was serving as the Minister of Defense of Ukraine from 1994 to 1996.

Later Roles and Achievements

After his time as Minister of Defense, Shmarov continued to be involved in important areas. From 1997, he was an Honorary President of "Ukraviaprom," an association for aviation companies in Ukraine.

From 1998 to 2002, he was a People's Deputy of Ukraine, which means he was a member of the Ukrainian parliament. He served on the Verkhovna Rada of Ukraine Committee that dealt with defense and security matters.

Starting in 2002, he became a member of the Presidium of the Aerospace Society of Ukraine. From 2002 to 2005, he was the Director-General of "Ukrspetsexport," a state company that handles the export and import of military products and services.

Since 1998, Valeriy Shmarov also worked at the National Aviation University. He started as an associate professor, then became a professor, and later directed the Aerospace Institute of National Aviation University from 2005. He earned his "Doctor of Technical Sciences" degree in 2006 and became a full professor in 2004. He wrote over 40 scientific papers and held 3 patents. He was also the main editor of the scientific journal Astronomical School's Report.

Valeriy Shmarov passed away on October 14, 2018, at the age of 73.
