Wilfred de Souza (23 April 1927 – 4 September 2015) was an important person in Goa, India. He was a skilled surgeon and a well-known politician. He served as Goa's first ever Deputy Chief Minister of Goa. He also became the Chief Minister of Goa three times. He was a member of the Indian National Congress and later the Goa Rajiv Congress Party.

A Career in Politics
Early Political Success in Goa
Dr. Wilfred de Souza helped the Indian National Congress party win its first big election in Goa in 1980. Before this, from 1963 to 1979, other local parties, especially the Maharashtrawadi Gomantak Party, were in charge of politics in Goa.
Forming New Political Parties
In July 1998, Dr. de Souza started his own political group called the Goa Rajiv Congress Party. This group broke away from the Indian National Congress. He became Chief Minister for the third time on July 30, 1998, and stayed in that role until November 26, 1998.
In 1999, Dr. de Souza joined the Nationalist Congress Party. He was the leader of this party in Goa from 1999 to June 2009. During this time, he was the Deputy Chief Minister again. He worked with the Indian National Congress in a shared government from February 2005 to June 2007. He did not win his election seat in the 2007 assembly election.
Later, in 2007, he was chosen to be the Deputy Chairperson of the State Planning Board. This board helps plan for the future development of Goa.
Joining the Trinamool Congress
For the 2012 assembly election, he joined the All India Trinamool Congress. He led the Goa branch of this party. During the election, he spoke about the need for good governance.

Early Life and Family Roots
Wilfred de Souza was born in Kampala, Uganda, on April 23, 1927. His parents, Dr. Tito Fermino de Souza and Alina Ana Maria de Souza, were Ugandan Indians. They were from Goan Catholic families and had moved from Anjuna, Goa.
His Passing
Dr. Wilfred de Souza passed away on September 4, 2015, after a short illness. He had been admitted to Manipal Hospital before his death.

Dr. Wilfred de Souza had many important medical qualifications:

Awards and Special Recognitions
Dr. Wilfred de Souza received many awards for his work in medicine and politics:
- Commander, Grand Cross of the Order of Dom Infante Henriques: This was given by the President of Portugal, H.E. Mario Soares.
- Dr. B. C. Roy Award: He received this as an "Eminent Medical Man & Statesman" from the Medical Council of India. The President of India, H.E. Shri K.R. Narayanan, presented it to him.
- The Silver Elephant Award: This award was for his services to the Scouts & Guides movement, given by the President of India.
- Sons of India award: From the Society for Advanced Studies in Medical Sciences.
- Jawaharlal Nehru Excellence Award: Given by the Institute of Economic Studies, New Delhi.
