William Clingan (born around 1721 – died May 9, 1790) was an important person in the early history of the United States. He is sometimes called a Founding Father. From 1777 to 1779, he was a representative for Pennsylvania in the Continental Congress. During this time, he signed the Articles of Confederation. He was buried in the Upper Octorara Church Cemetery in Parkesburg, Pennsylvania.
