İsmail Kahraman was born on December 7, 1940. He is a Turkish politician. He was the 27th Speaker of the Grand National Assembly from November 22, 2015, to July 9, 2018.

He also served as a Member of Parliament for Istanbul. He held this role from 1995 to 2002, and again from November 1, 2015, to July 9, 2018. From 1996 to 1997, he was the Minister of Culture. He was part of the government led by Necmettin Erbakan.

Early Life and Education

İsmail Kahraman was born in İkizdere, a town in Turkey, in 1940. He studied law at Istanbul University. During his time as a student, he was very active. He led the Student's Community and the National Turkish Students' Union.

He also helped start and lead several foundations. These included the Unity Foundation and the Voluntary Foundation of Turkey. In his private career, he was a chairman for many companies. He also worked as the Undersecretary for the Ministry of Labour. He helped create the Recep Tayyip Erdoğan University development foundation. He is still the chairman of its board of trustees.

Political Journey

Minister of Culture Role

İsmail Kahraman first became a Member of Parliament for Istanbul in the 1995 general election. He was a member of the Welfare Party. In June 1996, the Welfare Party leader, Necmettin Erbakan, formed a government.

In this government, İsmail Kahraman became the Minister of Culture. This government ended in June 1997 after a military warning. He was re-elected as an MP in the 1999 general election. This time, he was with the Virtue Party, which followed the Welfare Party. However, he lost his seat in the 2002 general election.

Becoming Speaker of Parliament

Kahraman returned to politics later. He was elected as a Member of Parliament for Istanbul's first area. This happened in the November 2015 general election. He joined the Justice and Development Party (AKP).

After this election, the AKP chose him as their candidate for Speaker of the Grand National Assembly. This election for Speaker took place in November 2015. He won in the third round of voting, getting 316 votes. He became the 27th Speaker of the Grand National Assembly.

Views and Ideas

In February 2015, İsmail Kahraman spoke at a school in Rize. He told the students that they should focus on being faithful and devout. He suggested they look to President Recep Tayyip Erdoğan's mother, Tenzile Erdoğan, as an example.

As Speaker of Parliament, one of Kahraman's jobs was to help write a new constitution for Turkey. The current constitution was based on the ideas of Mustafa Kemal Atatürk. These ideas include Turkish nationalism and the separation of state and religion, known as secularism.

In April 2016, Kahraman spoke at a meeting in Istanbul. He said that secularism might not be in a new constitution. He explained that Turkey is a Muslim country, so it should have a religious constitution. Later, he clarified that these were his personal thoughts. He also stated that any new constitution should protect religious freedoms for everyone.
