İsmail Kahraman was born on December 7, 1940. He is a Turkish politician. He was the 27th Speaker of the Grand National Assembly (Turkey's parliament) from November 2015 to July 2018.
He has also served as a Member of Parliament (MP) for Istanbul. He was an MP from 1995 to 2002, and again from 2015 to 2018. Before becoming Speaker, he was the Minister of Culture from 1996 to 1997. He was part of the Welfare Party at that time.

Early Life and Education
İsmail Kahraman was born in a place called İkizdere in 1940. He studied law at Istanbul University. During his younger years, he was very active in student groups. He led the Student's Community and the National Turkish Students' Union.
He also helped start and lead several important foundations. These included the Unity Foundation and the Voluntary Foundation of Turkey. In his professional life, he worked in many companies. He also served as the Undersecretary for the Ministry of Labour. He helped create the Recep Tayyip Erdoğan University development foundation. He is still the chairman of its board of trustees.
Political Journey
İsmail Kahraman began his political career as a Member of Parliament. He was first elected for Istanbul in the 1995 general election. He was a member of the Welfare Party then.
Serving as Minister of Culture
In June 1996, the leader of the Welfare Party, Necmettin Erbakan, formed a new government. İsmail Kahraman became the Minister of Culture. This government lasted until June 1997.
After this, he was re-elected as an MP in 1999. He was part of the Virtue Party, which followed the Welfare Party. However, he lost his seat in the 2002 general election.
Becoming Speaker of Parliament
Kahraman returned to politics later. He was elected as a Member of Parliament for Istanbul again in November 2015. This time, he was with the Justice and Development Party (AKP).
Soon after, the AKP chose him as their candidate for Speaker of the Grand National Assembly. He was elected Speaker in November 2015. He won with 316 votes. This made him the 27th Speaker of Turkey's Parliament.
Views and Ideas
As Speaker of Parliament, İsmail Kahraman had a role in creating a new constitution for Turkey. The current constitution is based on the ideas of Mustafa Kemal Atatürk. These ideas include Turkish nationalism and a separation of state and religion, called secularism.
In April 2016, Kahraman spoke at a meeting. He said that secularism might not be in a new constitution. He explained that Turkey is a Muslim country. He thought it should have a constitution based on religion. This idea caused some debate and protests. Later, Kahraman said these were his personal thoughts. He also said that the new constitution should protect religious freedoms for everyone.

İsmail Kahraman is married and has four children.
