Arkadi Arshaviri Ghukasyan (Armenian: Արկադի Արշավիրի Ղուկասյան) was born on June 22, 1957. He is an Armenian politician. He served as the second President of the Nagorno-Karabakh Republic. He was elected president on September 8, 1997. He was re-elected in 2002. His time as president ended on September 7, 2007. Bako Sahakyan became president after him.

About Arkadi Ghukasyan
Early Life and Education
Arkadi Ghukasyan was born in Stepanakert. This city is in a region called Nagorno-Karabakh. He went to Yerevan State University. In 1979, he finished his studies. He earned a degree in linguistics, which is the study of language.
Starting a Career in Journalism
After university, he began working as a journalist. He was a correspondent for a newspaper. The newspaper was called Khorhrdayin Gharabagh. This means "Soviet Karabakh". In 1981, he became the deputy editor-in-chief. This means he was second in charge of the newspaper.
Moving into Politics
In 1991, Arkadi Ghukasyan entered politics. He was elected to the first parliament. This was for the newly formed Nagorno-Karabakh Republic. In September 1992, he became a political adviser. He advised the Chairman of the State Defense Committee. He also led important discussions. These talks were with Azerbaijan. They were helped by the OSCE.
Becoming Foreign Minister
Since 1993, Ghukasyan was part of Nagorno-Karabakh's Security Council. This group helps keep the region safe. On July 23, 1993, he took on a new role. He became the first Foreign Minister. This meant he was in charge of how Nagorno-Karabakh dealt with other countries.
Time as President
Arkadi Ghukasyan became president in 1997. He served for two terms. During his time, he faced challenges. In 2000, he survived a difficult event. Later, in 2015, it was said that he was a leader. He was seen as an unofficial leader of the Artsakh Republican Party.
