B. Sandhya, born on May 25, 1963, is a retired police officer from India. She was part of the Indian Police Service (IPS). She used to lead the Kerala Fire and Rescue Services, which helps people during emergencies. Besides her police work, Sandhya is also a talented writer. She has won many awards for her books, including the Edasseri Award in 2007. She retired from her police duties on May 31, 2023.

Early Life and Family

Sandhya was born in a place called Palai in the Kottayam district of Kerala, India. Her parents were S. Bharathadas and V. L. Karthyayani Amma.

She is married to K. Madhukumar, who used to be in charge of exams at the University of Kerala. They have one daughter named Hyma.

Education and Learning

Sandhya went to school at St. Antony's Girls' High School in Alappuzha and Sacred Heart Girls' High School in Bharananganam. After that, she earned a master's degree in Zoology from Alphonsa College, Palai.

She also studied Human Resources Management in Australia at Wollongong University. She completed a postgraduate diploma in Business Administration from Pondicherry University. Later, she earned her PhD from Birla Institute of Technology and Science, Pilani. Her PhD research looked at how easy it was for women to get help from the police and how police treated women.

A Career in Police Service

Sandhya started her career working at Matsyafed, which is a fisheries organization in Kerala. In 1988, she joined the Indian Police Service after passing a special exam.

She held many important roles in the police force. She worked as an Assistant Superintendent and Superintendent of Police in different districts like Kollam and Thrissur. She also served as Deputy Inspector General and Inspector General in various crime investigation and law enforcement units. From 2013, she held the high rank of Additional Director General of Police.

Important Contributions to Policing

Sandhya made many important changes and started new programs in the police force:

  • She helped write the Kerala Police Act in 2011.
  • She was key in starting the successful Community Policing Project of Kerala, called Janamaithri Suraksha Project. This project helps police work closely with local communities.
  • As a senior police officer, she introduced the Women Helpline and Pink Patrol. These programs helped keep law and order and built trust with the public.
  • She successfully investigated many important cases, including crimes against women.
  • As the first Traffic Inspector General of Kerala, she started many new projects to improve traffic.
  • She helped create the Commando Wing of Kerala Police and trained the first Women Battalion, including women commandos.
  • She organized big events and workshops for the Kerala Police, including the first Police Science Congress.
  • She worked as a special officer for the government in tribal areas.
  • She introduced a system to train police officers better, including online learning.

Awards and Recognitions

B. Sandhya has received many awards for her excellent work:

  • In 1997, she won the Best Police District Award from the Chief Minister of Kerala for her work in Thrissur District.
  • She received the President of India’s Police Medal for Meritorious Service in 2006.
  • In 2010, the International Association of Women Police (IAWP) gave her an award for her great work in community policing and helping victims of crimes against women.
  • She received the President of India's Police Medal for Distinguished Service in 2014.
  • She earned a Guinness Book of World Records award in 2017 for the Janamaithri Police of Kerala State. This was for their participation in an environmental program.
  • She also received another Guinness Book of World Records award in 2017 for taking part in the largest self-defense lesson.
  • In 2018, she received a Badge of Honour for successfully investigating a difficult case.
  • She won the Kerala State e-Governance Award (2016–17) for helping create the 'Kerala Police Academy e-Learning System'.

Literary Works and Writing

Sandhya is also a well-known writer. She has published many books and research papers about police science. She also edited a book called Impressions, a Short History of Kerala Police. She even helped create a website about the history of the Kerala Police.
