Bernard Kincaid was born on June 5, 1945. He is an American politician who served as the mayor of Birmingham, Alabama. He was elected mayor in 1999 and held the position until 2007. After his time as mayor, Larry Langford took over the role.
Early Life and Education
Bernard Kincaid grew up in Pratt City, Alabama, a neighborhood in Birmingham. His father worked as a coal miner. Bernard showed leadership skills from a young age. He was elected president of his fifth-grade class. Later, he became president of the Student Government Association at Miles College during his final year there.
He graduated from Western Olin High School in 1962. He earned his first degree from Miles College in 1970. Kincaid continued his education, receiving a Master of Arts (M.A.) from Miami University in Ohio in 1971. He then earned a Ph.D. from the University of Alabama in 1980. In 1994, he completed a law degree (Juris Doctor) from the Birmingham School of Law. Bernard Kincaid also served in the United States Air Force from 1962 to 1966 and received an honorable discharge.
Public Service and Political Career
Bernard Kincaid has had a long career in public service. In the early 1970s, he worked as a youth counselor for the Social Security Administration. He also served as an educational consultant and assistant professor at the University of Alabama at Birmingham for many years. From 1996 to 1997, he worked at Miles College as a contract director.
Before becoming mayor, Kincaid was active in his local community. He was vice-president and then president of the Ensley Highlands Neighborhood Association. He also served as vice-president of the Five Points West community in Birmingham. In 1997, he was elected to represent District 8 on the Birmingham City Council. Just two years later, in 1999, he won the election to become the mayor of Birmingham. He was also part of Alabama's group at the 2000 Democratic National Convention.
Kincaid is a member of the Metropolitan C.M.E. Church in Ensley. He sings in the W. A. Baskerville Gospel Chorus. He is also a member of the American Legion and the Alabama Education Association. He has served on the boards of many community groups. These include the Birmingham Sister City Commission, the Miles College Alumni Association, and the Birmingham Urban League. As mayor, he also held positions on important city boards. These included the Birmingham Jefferson Convention Complex and the Jefferson County Mayors Association.
Personal Life
Bernard Kincaid lives in Ensley. He married Alfreda Harris on New Year's Eve in 1972. They have one daughter named Amy.
