Bernardo Pardo (born February 11, 1932 – died December 10, 2025) was a very important person in the legal system of the Philippines. He served as an Associate Justice of the Supreme Court of the Philippines. This is one of the highest positions a lawyer can hold. Before joining the Supreme Court, he was the Chairman of the Commission on Elections (COMELEC). He was appointed to the Supreme Court by President Joseph Estrada.

Bernardo Pardo: A Life of Public Service
Early Life and Education
Bernardo Pardo was born in Manila, the capital city of the Philippines, on February 11, 1932. His parents, Dr. and Mrs. Leopoldo G. Pardo, were originally from San Isidro, Nueva Ecija. He was married to Zenaida C. De Dios, and they had four children together. Mr. Pardo passed away on December 10, 2025.
He completed his high school education with honors in 1950 at Letran College. He then studied law at the University of Santo Tomas, graduating in 1955. After his studies, he successfully passed the bar examinations on March 6, 1956. This allowed him to become a licensed lawyer. In 1978, he was chosen as a fellow at the Academy of American and International Law. This academy is located at the University of Texas in the USA.
A Distinguished Career in Law
Mr. Pardo began his legal career as a lawyer at the Jose W. Diokno Law Office from 1955 to 1961. He then served as a Solicitor in the Office of the Solicitor General from 1971 to 1974. A solicitor represents the government in legal cases.
He also served as a judge in various courts. He was an Acting City Judge in Manila from 1965 to 1967. Later, he became a CFI Judge (Court of First Instance Judge) in Caloocan from 1974 to 1983. He then served as an RTC Judge (Regional Trial Court Judge) in Manila from 1983 to 1993. From 1993 to 1995, he was a CA Justice (Court of Appeals Justice). The Court of Appeals reviews decisions made by lower courts.
Leading the Commission on Elections
In 1995, Bernardo Pardo was promoted to become the Chairman of the Commission on Elections (COMELEC). The COMELEC is a very important government body. Its main job is to make sure that elections in the Philippines are fair and honest. He served as Chairman until 1998. During this time, he oversaw national and local elections.
Serving on the Supreme Court
On September 30, 1998, President Joseph Estrada appointed Bernardo Pardo to the highest court in the Philippines. He became an Associate Justice of the Supreme Court of the Philippines. The Supreme Court is responsible for interpreting the laws of the country. It makes final decisions on legal cases. Justice Pardo served on the Supreme Court until his retirement on February 11, 2002.
