The Captains Regent (called Capitani Reggenti in Italian) are the two leaders of the Republic of San Marino. Think of them as the country's two presidents! They are chosen every six months by the Grand and General Council, which is like San Marino's parliament. These two leaders usually come from different political groups. They serve for half a year, starting on April 1st and October 1st. This special tradition has been going on since at least the year 1243.

A Look Back: The History of the Captains Regent
Early Beginnings: Consuls and Magistrates
The role of the Captains Regent began in the 1200s. Back then, they were called "consuls." Their main job was to manage justice, much like judges or magistrates do today. This idea of having two leaders came from ancient Rome. The very first two known consuls were chosen on December 12, 1243. They were elected by the Grand and General Council for a six-month term. This six-month term is still used today!
Changing Titles and Roles
By the late 1200s, their titles started to change. One leader was called "captain," and the other "defender." Later, in 1317, they became "captain" and "rector." Usually, one leader came from a wealthier family. This was to make sure they had the skills to govern. The other leader often came from a working-class background.
Women in Leadership: A Modern Change
For a long time, women could not hold these important public jobs. But in 1973, a new law changed everything. It removed all rules that stopped women from serving. On April 1, 1981, Maria Lea Pedini became the first female Captain Regent. This was a big step forward!
Later, on April 1, 2017, something even more special happened. For the first time ever, two women served together as Captains Regent. They were Vanessa D'Ambrosio and Mimma Zavoli. Their term ended on October 1, 2017. Since April 1, 1984, San Marino has had many female heads of state. It has had more than any other country in the world! As of April 2026, there have been 22 female Captains Regent since 1981. They have served for a total of 13 years.
How Captains Regent Are Chosen
The Election Process
The Grand and General Council chooses the Captains Regent every six months. They usually pick two people from different political groups. This helps keep things fair and balanced. The rules for this election come from a 1945 law. This law is based on older rules from San Marino's constitution, written in 1600.
To be elected, a pair of candidates must get more than half of all the votes. If no pair gets enough votes, there's a second vote. After the election, a government official announces the new Captains Regent. They do this from a balcony at the government building!
Who Can Be a Captain Regent?
To become a Captain Regent, a person needs to meet a few requirements:
- They must be a citizen of San Marino since birth.
- They must be at least 25 years old.
- They must already be an elected member of the Grand and General Council.
- They cannot have been a Captain Regent in the past three years.
How Long Do They Serve?
Captains Regent serve for six months. Their terms always start on April 1st and October 1st each year.
The Special Investiture Ceremony
A Day of Celebration
The special ceremony where new Captains Regent officially take office is called an investiture. It happens every year on April 1st and October 1st. These ceremonies follow rules from San Marino's old constitution.
Morning Parade and Church Service
On the morning of the ceremony, soldiers from the Sammarinese Armed Forces gather in the Piazza della Libertà. They raise the flag while the national anthem plays. Cannons fire a salute! Then, the new Captains Regent walk from the Palazzo Pubblico (the government building) to the Basilica of San Marino. There, the Bishop of San Marino leads a special church service to celebrate their new roles.
Swearing-In and Transfer of Power
After the church service, everyone returns to the Palazzo Pubblico. The new Captains Regent take an oath, promising to do their best for the country. This oath comes from the old rules of 1600. The outgoing Captains Regent then place a special collar, the Order of San Marino, on the new leaders. This shows that power has officially been passed on. The national anthem plays again, and the old leaders leave. The new Captains Regent then go to Palazzo Valloni to take their place on the Captains' throne.
Ending the Day
At the end of the day, the Armed Forces gather one last time. They perform a flag-lowering ceremony, bringing the special day to a close.
What Do the Captains Regent Do?
Leaders of the Republic
The role of Captains Regent is the highest office in San Marino. They are the country's heads of state. They work together as one team, and each has the power to stop a decision made by the other (this is called a veto). People address them with the special title of "Your Excellency."
Symbolic Role and Duties
The Captains Regent are expected to be fair and neutral. Their power is mostly symbolic. This means their main job is to represent San Marino to the world. They also make sure the country's laws and constitution are followed. They oversee the Grand and General Council (parliament), the Congress of State, and the Council of XII. However, they do not vote or make decisions themselves in these bodies.
Important Powers
Even though their role is largely symbolic, they have some very important powers. They can end the parliament's term early if needed. This happens if the parliament's term is over or if it cannot form a stable government. They also officially announce and publish new laws that the Grand and General Council has approved.
Reviewing Their Service
A Check on Their Actions
While Captains Regent are in office, they cannot be taken to court. But after their six-month term ends, their actions are reviewed. This review process is called the Regency Syndicate. It was first set up by rules from 1499.
Today, a group called the Guarantors' Panel on the Constitutionality of Rules handles this review. Any citizen who is registered to vote can submit concerns. They can do this within 15 days after the Captains Regent's term ends. These concerns can be about anything the Captains Regent did or did not do during their time in office. This helps ensure they always act responsibly.
