Clarence D. Rappleyea Jr. was born on November 2, 1933, in Norwich, a town in Chenango County, New York. After high school, he went to Wagner College. He then earned his first degree from University at Albany, SUNY in 1957. Later, he studied law at Cornell Law School, graduating in 1962. He became a lawyer in 1964 and practiced law in his hometown of Norwich. From 1970 to 1973, he also served as the City Attorney for Norwich.

Serving New York in Politics

Clarence Rappleyea Jr. was a member of the Republican Party. He began his career in state politics in 1973.

A Long Career in the Assembly

He was elected to the New York State Assembly for the 122nd district. The Assembly is a group of elected officials who make laws for the state of New York. He served in this role for a very long time, from 1973 until July 1995. This means he was a state representative for over 22 years! From 1983 to 1995, he held a powerful position as the Minority Leader. This meant he was the main leader for his political party within the Assembly. He resigned from his seat in July 1995.

Leading the Power Authority

After leaving the Assembly, Mr. Rappleyea took on another important role. He became the Chairman of the New York Power Authority. This organization is responsible for providing electricity to many parts of New York State. He led the Power Authority from July 1995 until January 31, 2001.

Legacy and Passing

To honor his many years of service, the main office building of the New York Power Authority was named after him. This building, located in White Plains, is now known as the "Clarence D. Rappleyea Building." Clarence D. Rappleyea Jr. passed away on September 4, 2016, at the age of 82.
