How the Mall Was Built

Building the Colonial Promenade Alabaster was a big project. It needed a lot of land. Some people who owned land in the area did not want to sell it.

The city of Alabaster, Alabama wanted the mall to be built. They used a special power called "eminent domain." This power allows the government to buy private land for public use. Even if the owner does not want to sell, the government can buy it. They must pay a fair price for the land. In this case, the city said the land was a "blighted area." This meant it was not being used well.

A group of ten landowners did not agree. They sued the city and the developers. They did not want their land to be taken. One landowner, Lily Spence, even talked about it on CNN. She shared her concerns about her property being taken.

This situation led to changes in Alabama law. New laws were passed to make it harder for cities to use eminent domain for private businesses. This happened after a big court case in Connecticut. That case said states could decide how to use eminent domain.
