Early Life and Education
Daniel Kablan Duncan was born in Ouellé, Ivory Coast, on June 30, 1943. He went to school in France for his high school and college studies. He attended Lycée Montaigne in Bordeaux. He also studied at the École des Hautes Etudes Commerciales in Lille and the École Supérieure de Commerce in Bordeaux. He earned a degree in business engineering from the Commercial Institute of Nancy.
Starting His Career
In 1970, after finishing his studies, Duncan returned to Ivory Coast. He began working for the government in the Ministry of Economy and Finance. Later, he worked for international organizations. These included the International Monetary Fund and the Central Bank of West African States. He stayed in these roles until 1990, when he decided to enter politics.
First Time as Prime Minister
Duncan became the Minister of Economy and Finance in November 1990. He served under Prime Minister Alassane Ouattara. In December 1993, after President Félix Houphouët-Boigny passed away, Daniel Kablan Duncan was appointed Prime Minister. He also continued to manage the country's finances. He promised to keep the economic plans of the previous government, which focused on careful spending and selling state-owned businesses. He was Prime Minister for six years.
A Change in Government
In December 1999, President Henri Konan Bédié was removed from power by a military coup. A coup is when a group of people, often military, illegally takes control of a government. After this event, Duncan went to France. He returned to Ivory Coast about a year later.
Return to Government
In June 2011, President Alassane Ouattara appointed Daniel Kablan Duncan as the Minister of Foreign Affairs. This role involves managing the country's relationships with other nations.
Second Time as Prime Minister
After more than a year as Foreign Minister, Duncan was again appointed Prime Minister in November 2012. He was a member of the Democratic Party of Côte d'Ivoire (PDCI). This party worked together with President Ouattara's party. When he became Prime Minister, he also took on the role of Minister for Finance and Economy.
In October 2015, President Ouattara was re-elected. Duncan and his government resigned in January 2016, which is a common step in politics after an election. However, President Ouattara immediately asked Duncan to continue as Prime Minister.
Becoming Vice President
In December 2016, Duncan was elected to the National Assembly, which is like a parliament. He represented the Grand-Bassam area. After this election, he resigned as Prime Minister in January 2017.
The very next day, President Ouattara appointed Daniel Kablan Duncan as the first Vice President of Ivory Coast. This position was newly created by the country's 2016 constitution. He officially took office on January 16, 2017, and served until July 2020.
