Daniel Kablan Duncan (born 30 June 1943) is an important politician from Ivory Coast. He has held several high-ranking positions in his country's government. He served as the Prime Minister of Ivory Coast two times. His first term was from 1993 to 1999, and his second was from 2012 to 2017. He was also the Minister of Foreign Affairs. Later, he became the first Vice President of Ivory Coast when that role was created again in 2017. He held this position until 2020.

Early Life and Education

Daniel Kablan Duncan was born in a town called Ouelle on June 30, 1943. He spent his younger years and went to college in France. He studied at Lycée Montaigne in Bordeaux. He also attended the École des Hautes Etudes Commerciales in Lille. Later, he went to the École Supérieure de Commerce in Bordeaux. He earned a special degree in business engineering from the Commercial Institute of Nancy.

Starting His Career

In 1970, Daniel Kablan Duncan returned to his home country, Ivory Coast. He started working for the government in the Ministry of Economy and Finance. After a few years, he gained experience working with big international organizations. He worked for the International Monetary Fund. He also worked for the Central Bank of West African States. He stayed in these roles until 1990, which is when he decided to enter politics.

First Time as Prime Minister

From 1990 to 1993, Duncan served as the Minister of Economy and Finance. He worked under Prime Minister Alassane Ouattara during this time. In December 1993, President Félix Houphouët-Boigny passed away. After this, Daniel Kablan Duncan was chosen to become the new Prime Minister. He also continued to manage the country's finances. He promised to keep the same economic plans. These plans focused on saving money and allowing private companies to take over some government services.

Duncan was Prime Minister for six years. His term ended on December 24, 1999. This was when President Henri Konan Bédié was removed from power by the military. After the military took over, Duncan went to France for safety. He returned to Ivory Coast about a year later.

Return to Government

On June 1, 2011, President Alassane Ouattara appointed Daniel Kablan Duncan as the Minister of Foreign Affairs. After more than a year in this role, he was again chosen to be Prime Minister. This happened on November 21, 2012. He took over from Jeannot Ahoussou-Kouadio.

Like his predecessor, Duncan is a member of the Democratic Party of Côte d'Ivoire (PDCI). This party is led by Henri Konan Bédié. It works closely with President Ouattara's party, the Rally of the Republicans (RDR). The list of people in his new government was announced on November 22, 2012. Besides being Prime Minister, Duncan was also in charge of finance and the economy. Meanwhile, Charles Koffi Diby, who was the previous Finance Minister, became the new Minister of Foreign Affairs.

Becoming Vice President

In October 2015, President Alassane Ouattara was re-elected. Following this, Daniel Kablan Duncan and his government officially resigned on January 6, 2016. However, President Ouattara immediately asked Duncan to be Prime Minister again.

In the 2016 Ivorian parliamentary election in December 2016, Duncan was elected to the National Assembly. He represented the ruling political group, RHDP, in Grand-Bassam. He won with a very high percentage of the votes. After the election, Duncan resigned as Prime Minister on January 9, 2017.

The next day, on January 10, President Ouattara appointed Duncan as the Vice-President of Ivory Coast. This important role was created by the country's new constitution in 2016. On the same day, Amadou Gon Coulibaly was chosen to take over as Prime Minister. Daniel Kablan Duncan officially started his role as Vice President on January 16, 2017. He served as Vice President until July 13, 2020.
