David W. Panuelo (born April 13, 1964) is a politician from Micronesia. He served as the president of the Federated States of Micronesia from 2019 to 2023.

About David W. Panuelo

David W. Panuelo was born on April 13, 1964. He grew up on the island of Pohnpei in Micronesia. After finishing his early schooling there, he moved to the United States for college.
In 1987, he earned a degree in political science from Eastern Oregon University.
Early Career and Public Service
After college, Panuelo began working for his country. In 1988, he became a diplomat at the Micronesian embassy in Fiji. He worked there until 1993.
From 1993 to 1996, he served at the Micronesian Mission to the United Nations. This role meant he represented his country at the UN.
In 1997, he became the director of a department in Pohnpei State. This department managed resources and development. He held this job until 2001.
From 2003 to 2010, Panuelo worked in private business. He then returned to government work.
Becoming a Senator and President
On May 11, 2011, David Panuelo was elected as a Senator for Pohnpei State. He was re-elected without opposition in 2013 and 2015.
In 2019, he was elected as the President of Micronesia. When he became president, he spoke about making the country better. He said his government would be "transparent, open, and accountable." This means they would be honest and responsible.
David Panuelo is married to Patricia Edwin. They have five children and seven grandchildren.

Micronesia's Global Relationships

During his presidency, David Panuelo worked on Micronesia's relationships with other countries. The United States helps Micronesia with its defense and security. The U.S. also provides a lot of financial help to Micronesia.
President Panuelo often spoke about Micronesia's friendships. He mentioned that the United States sees Micronesia as part of its "homeland." This is because the U.S. is responsible for Micronesia's defense. Many Micronesian citizens also serve in the U.S. military.
He also spoke about Micronesia's relationship with China. He described China as a good friend. Later in his term, his views on China became more cautious. He expressed concerns about China's actions in the Pacific region.
Travel During the COVID-19 Pandemic
During the COVID-19 pandemic, President Panuelo kept Micronesia's borders closed for about two and a half years. This was done to protect the country from the virus. Many Micronesians who were outside the country faced challenges because they could not return home easily.
When people did return, they had to follow strict rules. This included staying in quarantine.
President Panuelo himself traveled a lot during this time. He visited places like Guam, Hawaii, and New York. He also traveled within Micronesia. When he returned to Micronesia from his trips, he quarantined at home.
