David Samanez Ocampo (born November 4, 1865 – died July 13, 1947) was an important leader in Peru. He served as the temporary President of Peru from March to December 1931. He was officially called the President of the Southern Junta during this time.
Samanez Ocampo was known for being fair and respected by many politicians. During his time as president, he made big changes to how people voted. These changes helped more people participate in elections. He oversaw the important presidential election of December 1931. In this election, Luis Miguel Sánchez Cerro won against Victor Raúl Haya de la Torre.
Early Political Life
David Samanez Ocampo started his political career when he was young. He joined the Democratic Party. This party was one of the main political groups in Peru at that time.
Making Elections Fairer
One of the most important things David Samanez Ocampo did as president was to improve Peru's election laws. He wanted to make sure elections were fair for everyone.
To do this, he created a special group of smart people. This group included well-known figures like Luis E. Valcárcel, Jorge Basadre Grohmann, and Luis Alberto Sanchez. Their job was to update the rules for voting.
New Voting Rules
The committee made several key changes:
- Secret Ballot: They introduced the secret ballot system. This meant people could vote in private, without anyone knowing who they voted for. This helped protect voters from pressure.
- Minority Representation: They also added rules to make sure smaller groups had a voice in the government. This helped ensure that different opinions were heard.
- Modern Technology: The committee also brought in new technology to the election process. This helped make voting smoother and removed old, unnecessary steps.
These changes made the voting system much better and more organized for the people of Peru.
