Early Life and Learning
Donald Kaberuka was born in Byumba, Rwanda. He went to the University of Dar es Salaam for his first degree. Later, he earned a special master's degree in Development Studies from the University of East Anglia in 1979. He also got his highest degree, a PhD, in economics from the University of Glasgow.
What Donald Kaberuka Did
Before his big roles, Donald Kaberuka worked for more than ten years in banking and global trade. In October 1997, he became the Minister of Finance and Economic Planning in Rwanda. This means he was in charge of the country's money and how it was used.
Kaberuka held this important job for eight years. He is known for helping Rwanda's economy become stable again. This was especially important after the difficult events of 1994.
Leading the African Development Bank
In July 2005, Donald Kaberuka was chosen to be the president of the African Development Bank. He started this role in September 2005.
When he became president, the bank's money situation was much better than it had been in 1995. However, the way the bank worked still needed improvements. While leading the bank, Kaberuka was also part of a group called the Commission on Effective Development Cooperation with Africa. This group was set up by the prime minister of Denmark, Anders Fogh Rasmussen. They met several times in 2008 to discuss how to help Africa develop better.
A group from the Center for Global Development, a research organization in Washington, gave six ideas in 2006. These ideas were for Kaberuka and the bank's leaders. They suggested ways to guide the bank's renewal. A main idea was to focus strongly on building things like roads and power plants, which is called infrastructure.
Helping the Global Fund
From 2019 to 2023, Kaberuka was the chairman of the board for the Global Fund to Fight AIDS, TB and Malaria. This fund works to stop these diseases.
In this role, Kaberuka helped raise a lot of money for the Global Fund. For example, he helped gather at least US$14 billion for the years 2020 to 2022. These funds were used to save many lives and cut down on deaths from HIV, TB, and malaria. They also helped build stronger health systems by 2023. His time as chairman was extended until the first board meeting of 2023.
Other Important Roles
Donald Kaberuka has also been involved in many other important organizations.

- Chairman and non-executive board member for Centum Investments (since 2016).

Non-Profit Organizations
In 2017, Kaberuka was named co-chairman of a group called the LSE-Oxford Commission on State Fragility, Growth and Development. He worked with former UK Prime Minister David Cameron on this. In 2019, the United Nations Secretary-General António Guterres appointed him as co-chair of the High-Level Panel on Internal Displacement. This group helps people who have been forced to leave their homes. In 2022, Guterres also chose him for the High-Level Advisory Board on Effective Multilateralism.
