Elicio Berriz (born around 1820, died around 1890) was a Spanish soldier who became a Mayor of Ponce, Puerto Rico. A mayor is the leader of a city or town.
He served as mayor two times. His first term was from January 1, 1869, to May 11, 1870. He served again briefly from January 1, 1872, until about January 31, 1872. As a soldier, Berriz was an Artillery Colonel, which is a high rank in the army.

Elicio Berriz's First Term as Mayor (1869-1870)
Elicio Berriz first became mayor of Ponce on January 1, 1869. He held this important role until May 11, 1870. After him, Vicente Pérez Valdivieso became the new mayor.
During his first time as mayor, Berriz is mostly remembered for one specific action. In 1869, he wanted to remove and destroy a special monument. This monument honored the Spanish Constitution of 1812.

The Spanish Constitution of 1812 was a very important document for Spain. It was created during a time of big changes in Spain. This constitution gave people more rights and freedoms.
The monument in Ponce had been there for many years. It was located in what is now called Plaza Degetau. Berriz, as a military officer and mayor, decided to try and have it taken down.
Elicio Berriz's Second Term as Mayor (1872)
Berriz served as mayor of Ponce for a second time starting on January 1, 1872. This term was very short. He was mayor for only about a month.
Around January 31, 1872, his role as mayor ended. After him, Francisco Arce y Romero took over the position.
