Emmett C. Burns Jr. (born August 26, 1940 – died March 17, 2022) was an American politician. He was from Maryland and was a member of the Democratic Party. He served for five terms in the Maryland House of Delegates. This is a part of the state's government.

He represented District 10 in Baltimore County. Mr. Burns was also a member of the Economic Matters Committee. This group works on money and business issues. On July 8, 2013, he announced he would not run for re-election. He passed away on March 17, 2022.

Early Life and Education

Emmett C. Burns Jr. was born in Jackson, Mississippi, on August 26, 1940. He worked hard in school. He earned a Bachelor of Science degree from Jackson State University.

He then went on to earn more degrees. He received a Master of Divinity degree from Virginia Union University. He also got a Master of Religious Education degree. This was from the Presbyterian School of Christian Education. Later, he earned a Ph.D. from the University of Pittsburgh.

After serving a short time in the United States Air Force, Mr. Burns became a Baptist minister. He worked as a minister in Baltimore.

Serving in the Legislature

Mr. Burns was a Democrat. He served in the Maryland House of Delegates. This is where state laws are made. He worked on important government groups.

One group looked at the history of slavery in Maryland. Another group studied how different groups impact colleges. He also worked on a group that helped African Americans start businesses. He was a member of the Legislative Black Caucus of Maryland. This group works for the interests of African American citizens.

Mr. Burns helped pass a bill to change the name of Maryland's main airport. It became the Baltimore/Washington International Thurgood Marshall Airport. This was named after a famous judge. After serving for 20 years, Mr. Burns decided not to run for re-election in 2014.

His Passing

Emmett C. Burns Jr. died on March 17, 2022. His funeral was held on March 26. It took place at his church, Rising Sun First Baptist Church. This church is in Baltimore County, Maryland. He was buried at Garden Memorial Park in Jackson, Mississippi.
