Félix-Gabriel Marchand (January 9, 1832 – September 25, 1900) was an important Canadian politician from Quebec. He was also a journalist, author, and notary. From 1897 to 1900, he served as the 11th premier of Quebec, which is like being the leader of the provincial government.

Who Was Félix-Gabriel Marchand?

Félix-Gabriel Marchand was born in 1832 in what is now Saint-Jean-sur-Richelieu, Quebec. His father was Gabriel Marchand, and his mother was Mary MacNider.

Early Life and Learning

As a child, Marchand first went to English schools. When he was 11, he started learning French. This helped him become fluent in both English and French, which is called bilingual. Being bilingual was a great skill for his future career.

Marchand chose to become a journalist and writer. He also became a notary, a legal professional who prepares and certifies documents. He worked as a notary for 45 years, but he always kept up his writing and journalism.

Starting in Politics

In 1867, Marchand was elected to the Legislative Assembly of Quebec. This is like the provincial parliament where laws are made. He represented the area of Saint-Jean. He kept his seat for a very long time, 33 years, until he passed away.

From 1892 to 1897, he was the Leader of the Opposition. This means he was the main leader of the political party that was not in power. In 1897, his party, the Liberal Party, won the election, and he became the Premier of Quebec.

A Big Idea for Education

As Premier, Marchand had a big goal. In 1898, he tried to create a special government department called a Ministry of Education. At that time, education in Quebec was mostly managed by the Roman Catholic Church.

Marchand's plan was approved by the Legislative Assembly of Quebec (the lower part of Quebec's government). However, it was rejected by the Legislative Council of Quebec (the upper part). It took many more years, until 1964, for a Ministry of Education to finally be created in Quebec. This shows that Marchand was thinking ahead for his time.

Later Life and Legacy

Félix-Gabriel Marchand was still serving as Premier when he passed away in 1900 in Quebec City. He was buried in the cimetière Notre-Dame-de-Belmont in Sainte-Foy, Quebec.

His grandson was Dr. André Simard, who was married to Marthe Simard.
