Fernando Restoy Lozano is an important Spanish economist. He was born in Madrid, Spain, in 1961. Since 2017, he has been the Chairman of the Financial Stability Institute. This institute is part of the Bank for International Settlements. Before that, he was the Vice Governor of the Bank of Spain. He held this role from 2012 to 2017. At the same time, from 2012 to 2015, he was also the Chairman of the Fondo de Reestructuración Ordenada Bancaria.

Fernando Restoy: His Education Journey

Fernando Restoy studied economics at top universities. In 1984, he graduated from Complutense University of Madrid. He even won a special award for being an outstanding student.

He continued his studies in London. In 1988, he earned a Master's degree from the London School of Economics. He focused on econometrics and mathematical economy. Later, in 1991, he received his Ph.D. in Economics from Harvard University in the United States.

Fernando Restoy has had a long and important career in finance. He has worked for Spain's central bank and financial regulators. He has also held international roles.

Working at the Bank of Spain

In 1991, after finishing his studies, Restoy joined the Bank of Spain. This is Spain's central bank. He worked in the Research Department until 2007. During the 1990s, he also taught economics. He taught at Complutense University and Charles III University of Madrid. In 2001, he became the head of the Research Department. He wrote several papers about Spain's real estate market.

Regulating Financial Markets

In July 2007, Fernando Restoy became a Commissioner. This was at the Comisión Nacional del Mercado de Valores (CNMV). The CNMV is Spain's main regulator for stock markets. It makes sure financial markets are fair and safe.

In 2008, he also became chairman of CESR-Fin. This was a group within the Committee of European Securities Regulators. This committee later became the European Securities and Markets Authority in 2011. In October 2008, he was promoted to Vice Chairman of the CNMV.

Leading Financial Recovery

In June 2012, Restoy returned to the Bank of Spain. He became its Vice Governor. In this role, he also became the Chairman of the Fondo de Reestructuración Ordenada Bancaria (FROB). The FROB is a special fund. It was created to help Spanish banks recover after a financial crisis. He led the FROB during a challenging time for Spain's economy.

His International Role

On January 1, 2017, Fernando Restoy took on a new international role. He became the Chairman of the Financial Stability Institute (FSI). The FSI is part of the Bank for International Settlements (BIS). The BIS is like a bank for central banks around the world. It helps promote financial stability globally. Restoy works from Basel, Switzerland, in this important position.
