Fernando Restoy Lozano was born in 1961 in Madrid, Spain. He is a Spanish economist who has held important roles in finance. Since 2017, he has been the Chairman of the Financial Stability Institute. This institute is part of the Bank for International Settlements.
Before this, he was the Vice Governor of the Bank of Spain. He held this position from 2012 to 2017. At the same time, he was also the Chairman of Fondo de Reestructuración Ordenada Bancaria (FROB) from 2012 to 2015.

University Studies and Awards
He finished his economics degree in 1984. This was at the Complutense University of Madrid. He even won a special award for being the best in his class.
Advanced Degrees and Research
In 1988, he earned a Master's degree. This was in Econometrics and Mathematical Economy. He studied at the London School of Economics and received a high mark. Later, in 1991, he earned his Ph.D. in Economics. This advanced degree was from Harvard University in the United States.

Early Career at the Bank of Spain
In 1991, he started working at the Bank of Spain. He was part of the Research Department. He stayed there until 2007. During the 1990s, he also taught economics. He taught at Complutense University and Charles III University of Madrid. In 2001, he became the head of the Research Department. He wrote articles about Spain's housing market.
Working with Securities Markets
In July 2007, he became a Commissioner. This was at the Comisión Nacional del Mercado de Valores (CNMV). The CNMV is Spain's financial market regulator. In 2008, he also became chairman of CESR-Fin. This was a group within the Committee of European Securities Regulators. He became the CNMV's Vice Chairman in October 2008.
Return to the Bank of Spain
In June 2012, Restoy went back to the Bank of Spain. He became the Vice Governor. In this role, he also became Chairman of the Fondo de Reestructuración Ordenada Bancaria (FROB). This happened after Spain received financial help.
Leading the Financial Stability Institute
On January 1, 2017, he became the chairman of the Financial Stability Institute. This institute is part of the Bank for International Settlements (BIS). It is located in Basel, Switzerland. He took over from Josef Tošovský.
