The World of Flipper & Lopaka
The story of Flipper & Lopaka happens on a cool island called Illoka. The people living there, called Millhouse islanders, live a simple life. They build their homes from bamboo and ferns. They eat fruits they find on the island.
Right under the ocean around Illoka is a secret place called Quetzo. It's a sunken island that's now home to many sea creatures.
The show follows a young Polynesian boy named Lopaka. He has a special power: he can talk to sea creatures and breathe underwater! Lopaka goes on amazing adventures with his underwater friends. His best friend is a smart and friendly dolphin named Flipper.
Lopaka, Flipper, and their friends work together to stop the bad guy, Dexter. Dexter is an octopus who wants to take over Quetzo. Our heroes try to keep the peace in the ocean world.

Characters from All Seasons
Lopaka Lopaka is an 11-year-old Polynesian boy. He is known as a menehune in the show. He has the amazing power to talk to sea creatures and breathe underwater. Flipper saved him from drowning when he was little, and they've been best friends ever since. The islanders often wonder where Lopaka goes, but he keeps his powers a secret. If he told anyone, his powers would disappear! Lopaka wears a red skirt and an arm band. He is a very loyal friend to both sea creatures and islanders. He has fluffy brown hair and black eyes.
Flipper Flipper is Lopaka's best friend. He is a smart, quick, loyal, and friendly bottlenose dolphin. Flipper's parents are the rulers of Quetzo. When there's trouble underwater, the sea creatures look to Flipper as their leader. He has a light blue belly and a darker blue back. Flipper is known as the most trusted sea creature in Quetzo. He always tries his best to help everyone he can.
Ottie, Ray, and Puffy These three are Flipper's good friends. They often join Flipper and Lopaka to keep Quetzo safe.
- Ottie is a sea otter. He's the only one of the three who can go on land. This makes him super helpful when Lopaka isn't around.
- Ray is a manta ray. She is kindhearted and helps keep the group motivated.
- Puffy is a blowfish. He sometimes feels unsure about himself. But he uses his ability to puff himself out to his advantage!
Dexter Dexter is a huge, purple octopus. His main goal is to rule Quetzo. He is tricky and tries to get his way. Dexter is the main bad guy in the story. But even though he acts tough, he gets very scared and cowardly when he's in danger. No matter how many times Flipper saves his life, Dexter always comes up with a new plan to try and defeat him. He thinks he's super smart, but he's not always the brightest sea creature.
Serge Serge is a bright green sea snake. He is the "brains" behind Dexter's evil plans. Serge has a clever and sharp mind. Even though he comes up with the ideas to stop Flipper, Dexter always blames him when things go wrong.
Dolores Dolores is Dexter's sister. She doesn't like Dexter because she thinks he's very selfish. She is also the only one Dexter truly fears! Sometimes, she makes him babysit her daughter, Inky. Dolores becomes friends with Flipper and his pals. Later, she even becomes a famous superstar in the ocean world!
Nola Nola is a young Polynesian girl. She wears a simple yellow dress and a leg bracelet on her right foot.
Characters from Season 2
Professor Troy, Spike, and Goose
- Professor Troy is a talented scientist. She wants to learn about the history of Quetzo and why it sank. She is kind-hearted.
- Spike is Professor Troy's son. He becomes friends with Lopaka. Spike is surprised that the Millhouse people can live without modern things. He tries to teach them about new inventions.
- Goose is Troy's assistant. He is a young man who doesn't say much. When he does speak, he has a slow, low voice. He wears an aqua vest and jeans.
Characters from Season 3
Captain Barnibus Crab, Kim, and Simon
- Captain Crab is a short, modern-day pirate. He comes to Illoka's waters to find Neptune's Statue and Neptune's Trident.
- Kim is Captain Crab's niece, about 18 years old. She helps him and wants to gain pirating experience. Kim is an eager pirate and is very good with technology on the ship.
- Simon is a large deckhand and chef. He often has accidents. He will do pirate things, but he is actually a gentle giant.
Ultra Ultra is a pink dolphin. She was taken from her parents when she was a baby. She grew up in a science lab. The pirates brought her along to search the ocean floor. After some adventures, Ultra proves she is a true and worthy friend. Flipper gladly welcomes her into his group. Later in the series, Ultra finds her parents and a little sister named Delta.
