General Francisco Rizzo y Ramírez (born November 28, 1831 – died February 20, 1910) was a Spanish general who briefly served as the acting Governor-General of the Philippines. He held this important role from August 13 to September 1898. This was a very busy time in the Philippines, right after the Battle of Manila.

Who Was Francisco Rizzo?

Francisco Rizzo was born in Malta on November 28, 1831. He was a general in the Spanish army. His full name was Francisco Rizzo y Ramírez. He passed away in Madrid, Spain, on February 20, 1910.

Leading the Philippines

General Rizzo became the acting Governor-General of the Philippines on August 13, 1898. He took over from General Fermin Jáudenes. This happened right after the Battle of Manila, a major event where American forces took control of Manila from the Spanish.

Moving the Capital

During his time as Governor-General, reports say that Rizzo moved the Spanish capital. It was moved from Manila to Malolos. Interestingly, Malolos was also the capital for Emilio Aguinaldo, a Filipino leader. This meant that the Spanish and Aguinaldo's forces were very close.

A Difficult Time

General Rizzo faced a tough situation. There was an uneasy peace between the remaining Spanish forces and Aguinaldo's Filipino army. The French Consulate in Manila, which observed the situation, thought General Rizzo was a "good man." However, they also felt he "lacked leadership qualities" for such a challenging time.

Changes in Command

While Rizzo was in charge, other important changes happened. On August 29, General Elwell Otis took over from General Wesley Merritt. Otis became the new Commander of the Department of the Pacific. He also became the U.S. Military Governor of the Philippine Islands. In his official reports, General Otis didn't mention Governor-General Rizzo much. Instead, he seemed to talk mostly with Spanish General Diego de los Rios. General de los Rios was leading the remaining Spanish army in other parts of the Philippines.

End of His Term

General Francisco Rizzo's time as Governor-General was very short. He was replaced by General Diego de los Rios in September 1898. De los Rios then took over the role of Governor-General.
