Mbuyamu Ilankir "Freddy" Matungulu (born January 4, 1955, in the DRC) is a Congolese economist. An economist studies how money, goods, and services are made and used. He was the Minister of Finance for the Democratic Republic of the Congo from 2001 to 2003. This means he was in charge of the country's money and budget.

Early Life and Education

Freddy Matungulu Mbuyamu Ilankir was born on January 4, 1955, in Lubembo, which is in the Bandundu Province of the Democratic Republic of the Congo. His father was a government worker.

He studied Economics at the University of Kinshasa (UNIKIN). He focused on how countries trade money and goods with each other. In 1977, he earned his first degree with high honors. After that, he became a teacher at UNIKIN and also worked at a bank in Kinshasa.

In 1980, he received a scholarship from the US Government to continue his studies in the United States. He studied English and Economics at the University of Colorado Boulder and later at the State University of New York at Buffalo.

In 1983, he earned a Master's degree in International Economics from The Fletcher School at Tufts University. He then completed his PhD in 1986. His PhD is the highest university degree you can get. His research was about how money exchange rates affected the economy of Zaire (now the DRC).

Working in Academia and Government

After finishing his PhD, Mr. Matungulu returned to Kinshasa in 1986. He became a professor at the University of Kinshasa. He taught about how governments manage their money and how money works in a country.

From 1986 to 1992, he also worked as an advisor for different government ministries. He helped various departments, like the Central Bank, the Ministry of Budget, and the Ministry of Foreign Trade. He also advised the Prime Minister.

Working at the International Monetary Fund (IMF)

In July 1992, Mr. Matungulu joined the International Monetary Fund (IMF) in Washington, D.C., USA. The IMF is an organization that helps countries with their money problems and works to make the world economy stable.

In 1998, he became the IMF's representative in Cameroon. There, he helped guide a plan to improve Cameroon's economy.

He also started the annual "Prize Professor Matungulu" in 1994. This award goes to the best first-year economics student at the University of Kinshasa.

Serving as Minister of Finance

In April 2001, Freddy Matungulu was chosen to be the Minister of Economy, Finance, and Budget for the Democratic Republic of the Congo. This was a very important job, as he was in charge of the country's financial health.

In February 2003, he decided to step down from his role as Minister of Finance. He resigned because he felt he didn't have enough support from the government to stop corruption. Corruption is when people in power use their position for dishonest gain.

Returning to the IMF

In July 2003, he went back to work at the International Monetary Fund. He became a "Country Team Leader" or "Head of Mission." In this role, he helped design and oversee economic plans for different countries that received financial help from the IMF.

From 2003 to 2014, Mr. Matungulu led about thirty IMF visits to various countries around the world.

Getting Involved in Politics

In December 2014, Freddy Matungulu retired early from the IMF. He wanted to be free to speak his mind and help improve the economic and social situation in his home country, the Democratic Republic of Congo.

That same month, he wrote an article for a magazine called Jeune Afrique. The article talked about the problems facing the DRC.

In May 2015, Freddy Matungulu started his own political party called "Congo Na Biso," which means "Our Congo" in English. The party's main office is in Kinshasa.

On August 8, 2018, he officially registered to run for president in the December 2018 election in the DRC. He also helped create the LAMUKA COALITION, a group of opposition parties, in Geneva, Switzerland, on November 11, 2018. He was one of the founders of this group. Other co-founders included Jean-Pierre Bemba, Martin Fayulu, and Félix Tshisekedi.

On August 1, 2019, Freddy Matungulu was elected to the board of directors for the African Development Bank (AfDB) in Abidjan, Cote d'Ivoire. For three years, he represented six Central African countries on the board. His term at the AfDB ended on July 31, 2022.

Currently, Mr. Matungulu is an Alternate Executive Director at the International Monetary Fund in Washington, D.C., USA. He was elected to this position in November 2022 for a six-year term. His office represents 23 mostly French-speaking African countries on the IMF's Board of Directors.
