Garrey Edward Carruthers (born August 29, 1939) is an American politician and academic. He served as the 27th governor of New Mexico. He also led New Mexico State University as its chancellor. Before these roles, he worked in various government and academic positions.

Early Life and Education
Garrey Carruthers was born in Alamosa, Colorado. He studied agriculture at New Mexico State University (NMSU). He earned his first degree in 1964 and a master's degree in agricultural economics in 1965. Later, he received his PhD in economics from Iowa State University in 1968.
Career Highlights
Carruthers started his career working for the U.S. government. From 1974 to 1975, he was a special assistant to the U.S. Secretary of Agriculture. He also directed the New Mexico Water Resources Research Institute at NMSU.
Governor of New Mexico
As a member of the Republican Party, Carruthers was elected the 27th governor of New Mexico in 1986. During his election campaign, a big topic was bringing back the death penalty. The outgoing Democratic governor, Toney Anaya, changed the sentences of all prisoners on death row as a protest. Governor Carruthers served one term, which ended in 1991. At that time, governors in New Mexico could not serve two terms in a row. Bruce King became the next governor.
After Governorship
After leaving office, Carruthers became the first president and CEO of the Cimarron Health Plan. This company is now known as Molina Healthcare of New Mexico, Inc. He held this position from 1993 to 2003.
In 2003, he returned to NMSU as the dean of the College of Business. He helped create the Arrowhead Center, which supports economic development. He also helped start the Domenici Institute, a center for public policy, and served as its director.
Leading New Mexico State University
In May 2013, the Board of Regents chose Carruthers to be the president of New Mexico State University. He served in this role until his retirement on July 1, 2018. The Board of Regents decided not to renew his contract in 2017. John D. Floros, a food scientist, took over as president after him.
Views on Science
In 2013, when he was being considered for the NMSU chancellor role, Carruthers was asked about his views on science. He stated that he was an economist and did not have a scientific opinion on climate change. People also had questions about his past role as chairman of the Advancement of Sound Science Center. This group was involved in discussions about scientific topics.
