Garrey Edward Carruthers (born August 29, 1939) is an American politician and educator. He is best known for serving as the 27th governor of New Mexico. He also held an important leadership role as the chancellor of New Mexico State University.
Before becoming governor, Carruthers worked in different government positions. He was a special assistant to the U.S. Secretary of Agriculture. He also served as the Deputy Secretary of the Interior for Land and Resources.
Early Life and Education
Garrey Carruthers was born in Alamosa, Colorado. He went to New Mexico State University (NMSU) for his college education. In 1964, he earned a Bachelor of Science degree in agriculture. The next year, in 1965, he received a Master's degree in agricultural economics from NMSU.
He continued his studies at Iowa State University. In 1968, he earned his PhD in economics there.
Political and University Career
From 1974 to 1975, Carruthers worked as a White House Fellow at the Department of Agriculture. This program helps young leaders learn about the U.S. government.
As a member of the Republican Party, he was elected governor of New Mexico in 1986. During his election campaign, a big topic was about bringing back a certain law. This led the previous Democratic governor, Toney Anaya, to change the sentences of some people in prison as a way to show his disagreement.
Carruthers' term as governor ended in 1991. At that time, governors in New Mexico could not serve two terms in a row. He was followed by Bruce King, who had been governor before.
After leaving the governor's office, Carruthers became a leader in healthcare. From 1993 to 2003, he was the founding president and CEO of Cimarron Health Plan. This company is now known as Molina Healthcare of New Mexico, Inc.
In 2003, he returned to New Mexico State University. He became the dean of NMSU's College of Business. He also helped create the Arrowhead Center, which supports economic development. He served as the university's vice president for economic development. Carruthers also helped start the Domenici Institute and became its director.
In May 2013, he was chosen to be the president of New Mexico State University. The university's Board of Regents voted for him. In 2017, the Board of Regents decided not to renew his contract. He retired on July 1, 2018. John D. Floros, a food scientist, took over his role.
