Gavriil Kharitonovich Popov (born October 31, 1936) is a Russian politician and economist. He is also known as Gabriel Popov. He served as the first elected mayor of Moscow from 1991 to 1992.

Gavriil Popov: Moscow's First Mayor
Gavriil Popov played an important role in Moscow's history. He was the very first person to be chosen as mayor by the people of Moscow. This happened during a big time of change in Russia.
Early Life and Education
Gavriil Popov was born in Moscow, Russia, in 1936. His family was of Greek background. He went to Moscow Lomonosov University and studied political economy. This means he learned about how governments and money work together.
After finishing his studies, Popov stayed at the university. He became a teacher and later the dean of the economics department. A famous student of his was Yegor Gaidar, who later became a leader in Russia's government.
Leading Moscow
In the late 1980s, Russia was going through a period called Perestroika. This was a time of big political and economic changes. Popov became very active in politics during this time.
On June 12, 1991, something historic happened. Gavriil Popov was chosen by the people to be the first democratically elected mayor of Moscow. This meant citizens voted for him, which was a new thing. He served as mayor for about one year.
In 1992, Popov decided to step down from his role as mayor. His vice-mayor, Yury Luzhkov, then took over the position.
Life After Politics
After leaving his job as mayor, Gavriil Popov went back to working in education. He became the president of the International University in Moscow. He has continued to be involved in academic work since then.
