Gennadi Gagulia (born January 4, 1948 – died September 8, 2018) was an important politician from Abkhazia. He served as the Prime Minister of Abkhazia three times. He also led the Chamber of Commerce and Industry.
Gagulia became the first Prime Minister of Abkhazia in 1995. He held this role until 1997. He returned to the position for a second time in 2002, serving until 2003. His final term as Prime Minister was in 2018. Sadly, he passed away in a car accident during this last term.

Early Life and Work
Gennadi Gagulia was born on January 4, 1948. His birthplace was in the Gudauta District of the Abkhaz Autonomous Soviet Socialist Republic. In 1972, he finished his studies in Civil Engineering. He graduated from the Belarusian Polytechnic Institute.
From 1973 to 1977, he worked at a company called Stroymaster. There, he was a chief engineer and managed construction sites. For the next 15 years, he held different leadership roles. He was a Deputy Director of Catering at Lake Rizal. He also chaired the Gudauta district consumer cooperatives.
Political Journey
After the Republic of Abkhazia was formed, Gagulia started his political career. He worked for the State Committee for Foreign Economic Relations. This committee was part of the Council of Ministers. From 1992 to 1995, he served as the Deputy Chairman of the Council of Ministers of Abkhazia.
During the Georgian-Abkhaz War, Gagulia played a key role. He was a member of the Abkhazian Defense Committee. This committee was in charge of making sure the Abkhaz Armed Forces had enough food.
First Time as Prime Minister (1995–1997)
In 1995, Gennadi Gagulia became the first Prime Minister of Abkhazia. This happened after the country adopted its new constitution in 1994. As Prime Minister, Gagulia was known for being very supportive of Russia.
He strongly believed that Abkhazia should not reunite with Georgia. He also opposed the idea of Russian troops leaving the Georgian-Abkhaz border. He even hinted that Abkhazia might join with Russia. During this time, he met with important leaders. These included Russian President Vladimir Putin and Georgian President Eduard Shevardnadze. In 1997, Gagulia stepped down from his role. He said it was for health reasons.
Between Prime Minister Terms (1997–2002)
After his first term, Gagulia continued to be active. He became the head of the Chamber of Commerce and Industry of Abkhazia. He also served as a deputy prime minister. This was under Prime Minister Anri Jergenia.
Second Time as Prime Minister (2002–2003)
On November 29, 2002, Gagulia was appointed Prime Minister again. This was his second time in the role. He served for about five months. His government offered its resignation on April 7, 2003.
President Ardzinba first did not want to accept the resignation. But he agreed on April 8. A government official said the resignation was not because of a prison escape. Instead, it was due to plans for public protests.
After His Second Term (2003–2018)
On December 15, 2003, Gagulia was chosen for a new role. He became the head of the Presidential Administration. He took over from Miron Agrba. On June 18, 2004, Gagulia resigned from this position. He explained that he did not fit with the plans for the upcoming presidential elections.
It was thought that President Ardzinba might have wanted Gagulia to become the next President. However, Ardzinba later supported Raul Khajimba for the role. On June 24, 2004, Gagulia was again appointed head of the Chamber of Commerce and Industry of Abkhazia. He stayed in this position until April 2018.
Third Time as Prime Minister (2018)
In April 2018, Gennadi Gagulia was appointed Prime Minister for the third time. President Raul Khajimba chose him for this role. Gagulia replaced Beslan Bartsits.
Death
Gennadi Gagulia died in a car accident on September 8, 2018. The accident happened near the village of Myussera in the Gudauta District. He was returning from Sochi International Airport. He had just finished a three-day visit to Syria with President Khajimba.
Another car crashed into Gagulia's convoy. The impact pushed his car into a ditch. He passed away at the scene. President Khajimba was in the same convoy and saw the accident. He said it was an accident and not an attack.
