Education History
For many years, schools in Gould were separated by race. This meant White students and Black students went to different schools. In 1968, the United States Supreme Court ordered schools in Gould to become integrated. This meant all students, regardless of race, would attend the same schools.
When the schools integrated, many White students did not attend the public schools. Instead, some went to a new, private school called Southeast Academy. This school was quickly set up and was not officially recognized. Some parents even suggested lowering property taxes to help fund this private school. By 1975, Southeast Academy closed because very few students attended.
Over time, many White students moved to school districts with more White students. This caused the Gould school district to lose state funding. By 1986, almost all students at the integrated high school were Black.
In 2004, the Gould School District joined with the Dumas Public School District. This happened because a law in Arkansas said that school districts with fewer than 350 students had to combine with larger ones.
City's Financial Situation
In 2008, the city of Gould faced financial difficulties and filed for Chapter 9 bankruptcy. This is a legal process that helps cities deal with their debts when they cannot pay them.
