Hélio Pereira Bicudo (born July 5, 1922 – died July 31, 2018) was an important Brazilian lawyer and politician. He was known for his work in law and for holding several public offices throughout his life.

Early Life and Career
Hélio Bicudo was born in São Paulo, Brazil. He studied law at the Law School, University of São Paulo. After finishing his studies, he became an attorney.
Working in Government
Bicudo held several important roles in government. He was the first president of the Urubupungá Electric Centrals. This company was responsible for building big power plants like Jupiá and Ilha Solteira.
He also served as an acting Minister of Finance for a short time in 1963. This meant he was temporarily in charge of Brazil's money matters.
Fighting for Human Rights
As a Justice Prosecutor in São Paulo, Hélio Bicudo was a strong defender of human rights. He worked to investigate serious crimes and protect people's rights. Because of his efforts, he was closely watched by a government intelligence agency.
Political Journey
Hélio Bicudo was one of the people who helped create the Workers' Party (PT) in 1980. He was a member of this party for many years.
Serving São Paulo City
From 1989 to 1990, Bicudo was the City Secretary of Legal Affairs for São Paulo. He worked under Mayor Luiza Erundina. During this time, he was also elected as a federal deputy.
Becoming Vice Mayor
Later, Hélio Bicudo served as the Vice Mayor of São Paulo from 2001 to 2004. He worked alongside Mayor Marta Suplicy.
Work in Human Rights Organizations
In 2000, he became the president of the Inter-American Commission on Human Rights. This organization works to protect human rights across the Americas. He was the third Brazilian to lead this group.
Bicudo also started and led the Inter-American Foundation of Defence of the Human Rights (FidDH) from 2003 to 2013. This foundation worked with the Inter-American Commission to report human rights issues in Brazil. The foundation eventually closed because it ran out of money. Its collection of books was given to the Pontifical Catholic University of São Paulo.
Later Political Views
In the 2010 Brazilian general election, Bicudo supported Marina Silva in the first round. He then supported José Serra in the second round. In 2012, he again supported Serra for Mayor of São Paulo.
Impeachment Request
In 2015, Hélio Bicudo played a key role in a major political event in Brazil. He filed a request to remove President Dilma Rousseff from office. This process is called an impeachment.
Many people, including other lawyers and social groups, supported his request. It gained a lot of attention from the public and politicians. The request was accepted by the President of the Chamber of Deputies, Eduardo Cunha.
On August 31, 2016, the Senate voted to approve the impeachment. This meant President Rousseff was removed from office, and Michel Temer became the new President of Brazil.
Death
Hélio Bicudo passed away on July 31, 2018, at the age of 96.
