Hamed Karoui (Arabic: حامد القروي) was an important political leader from Tunisia. He was born on December 30, 1927, and passed away on March 27, 2020. He served as the Prime Minister of Tunisia for a long time, from September 27, 1989, to November 17, 1999. Before becoming Prime Minister, he was the Minister of Youth and Sports from 1986 to 1987, and the Minister of Justice from 1988 to 1989. Born in Sousse, he was a member of the Constitutional Democratic Rally political party. He was also the longest-serving president of the sports club Étoile Sportive du Sahel from 1961 to 1981.

Early Life and Education

Hamed Karoui completed his early schooling in Sousse, his hometown. When he was 15 years old, he joined a political group called Neo-Destour. This group worked for Tunisia's independence. He was also active in student and scout organizations. He became a district chief in the Tunisian Scouts at age 17.

He helped publish an underground newspaper called Al Kifah (which means The Struggle). This newspaper was secretly distributed in the central part of the country.

After finishing school in 1946, he went to Paris, France, to study medicine. He earned a doctorate degree and specialized in lung diseases. While studying, he was elected to lead Tunisian student groups in Paris and France. He also represented students at international meetings.

Return to Tunisia and Sports Leadership

In 1957, Hamed Karoui returned to Tunisia. He started working as a lung specialist at the regional hospital in Sousse. He became the head of a medical department there.

Beyond his medical career, he was very involved in sports. He led the Stade Soussien sports club in 1962-1963. Then, he became the president of the famous Étoile Sportive du Sahel sports club. He held this position for many years, from 1963 to 1981.

Hamed Karoui passed away on March 27, 2020.

Political Career

Hamed Karoui had a long and active political career. From 1957 to 1988, he led the Destourian office in Sousse-Ville. He was also elected many times to the Sousse Coordinating Committee.

He served as a City Councilor from 1957 to 1972. Later, in 1985, he became the mayor of Sousse.

In 1964, he was elected to represent Sousse in the National Assembly, which is like the country's parliament. He was re-elected to this role in 1981, 1986, and 1989.

In 1977, he was chosen to be part of the central committee of the Socialist Destourian Party. He was re-elected to this committee in 1979.

From 1983 to 1986, he served as vice-president of the Socialist Destourian Party. This party later changed its name to the Constitutional Democratic Rally. This change happened under President Zine El Abidine Ben Ali in 1987.

Karoui joined the government as a minister in 1986. He was the Minister of Youth and Sports from April 1986 to October 1987. After Ben Ali became president, Karoui was appointed Minister Delegate to the Prime Minister. Then, on July 24, 1988, he became the Minister of Justice.

His most important role began on September 27, 1989, when he became the Prime Minister of Tunisia. He held this high position for over ten years. He was replaced by Mohamed Ghannouchi on November 17, 1999.
