Harish Singh Rawat (born 27 April 1948) is an Indian politician. He was the Chief Minister of Uttarakhand from 2014 to 2017. A Chief Minister is like the head of a state government in India. Rawat has also been a Member of Parliament five times. This means he was elected to represent people in the national law-making body. He is a senior leader of the Indian National Congress party.
As a Member of Parliament, he served as the Union Minister of Water Resources from 2012 to 2014. He also worked as a Minister of State in different government departments. These included the Ministry of Parliamentary Affairs, Ministry of Agriculture, Ministry of Food Processing Industries, and Ministry of Labour and Employment.

Early Life and Education
Harish Rawat was born on 27 April 1948. His family lived in a village called Mohnari, near Ranikhet in the Almora district of what is now Uttarakhand. His parents were Rajendra Singh Rawat and Devki Devi.
He went to school in his village. Later, he studied at University of Lucknow. He earned two degrees there: a Bachelor of Arts and a Bachelor of Laws (LL.B.). He is married to Renuka Rawat, who is also a politician. She also studied law at Lucknow University.
Starting in Politics
Harish Rawat began his political journey at the village level. For many years, he was involved with trade unions, which are groups that protect workers' rights. He was also a member of the Indian Youth Congress.
In 1980, he joined the Indian Parliament. He became a member of the Lok Sabha, which is one of the two houses of the Indian Parliament. He won elections from the Almora area three times in a row. From 1980, he led the Congress Volunteer Wing, called Congress Seva Dal. In 1981, he was part of the first group to visit the holy places of Kailash and Manasarovar after a war in 1962.
Later Political Career
In 2000, Harish Rawat became the President of the Uttarakhand Pradesh Congress Committee. This is like being the main leader of the Congress party in the state of Uttarakhand. He held this position for some time.
In 2002, he was elected to the Rajya Sabha. This is the other house of the Indian Parliament, often called the upper house. Members of the Rajya Sabha represent states.
In the 2009 national election, he decided to run from a different area called Haridwar. He won this election with a lot of votes.
Becoming Chief Minister of Uttarakhand
In February 2014, Harish Rawat became the Chief Minister of Uttarakhand. He took over after the previous Chief Minister resigned. This happened because of criticism about how the government handled the recovery after big floods in 2013.
In July 2014, he won another election from the Dharchula area. This helped him stay as Chief Minister.
In March 2016, some politicians from his own party went against him. This made his government lose its majority. Because of this, the central government decided to put the state under "President's Rule." This means the state government is temporarily run by the central government.
However, Harish Rawat was back as Chief Minister in May 2016. He won a special vote that showed he had enough support. But in the 2017 state elections, his party lost to the BJP. He also lost the elections in the two areas he ran from.

Harish Rawat is married to Renuka Rawat. They have three children. He is also a member of the Congress Working Committee, which is an important group within the Congress party.
