Heather J. Hutt (born April 5, 1959) is an American politician. She currently serves as a councilmember for the 10th District of Los Angeles. She was first appointed to this role temporarily in September 2022 and then officially in April 2023. Before this, she worked for then-Senator Kamala Harris as a California State Director.
Heather Hutt's Early Career in Politics
Heather Hutt started her political journey in 2011. She worked as a District Director for Assemblymember Isadore Hall III. A District Director helps connect people in a specific area with their elected representative. She continued this role when Hall became a State Senator.
Later, in 2017, Hutt became a Regional Deputy Director for then-Senator Kamala Harris. This meant she helped manage Harris's work in a specific region. In 2019, she was promoted to California State Director for Senator Harris. In this job, she helped lead all of Harris's activities across the state of California.
In 2022, Heather Hutt decided to run for a seat in the California State Assembly. This is a part of the state government that makes laws. Many important politicians, like Janice Hahn and Maxine Waters, supported her campaign.
Serving on the Los Angeles City Council

The Los Angeles City Council is a group of elected officials who make important decisions for the city of Los Angeles. In March 2022, Heather Hutt was chosen to be the chief of staff for Los Angeles City Council District 10. A chief of staff helps manage the daily work of a councilmember's office. This was a special moment because she was the first African American woman to hold this position since 1973.
The person who held the council seat before her, Mark Ridley-Thomas, was involved in a legal case. Because of this, Herb Wesson was appointed to temporarily fill the seat. When there were legal questions about Wesson's appointment, he was no longer able to serve. The Council President, Nury Martinez, then asked Heather Hutt to be a "caretaker" for the district. This meant she would look after the district's needs until a new councilmember was chosen.
Many people in District 10 wanted Heather Hutt to have full voting power on the City Council so their voices could be heard. After some discussion and votes, Heather Hutt was officially appointed as a councilmember on September 2, 2022.
In March 2023, after a legal decision regarding the previous councilmember, Heather Hutt's temporary appointment ended. However, the City Council quickly decided to re-appoint her. On April 11, 2023, the Council voted to have her serve as the councilmember for the rest of the term. This shows how much they trusted her to represent the people of District 10.
