Hikmet Çetin (born August 10, 1937) is a Turkish politician who is now retired. He is of Kurdish background. During his career, he held many important jobs in Turkey. These included being the Foreign Affairs Minister from 1991 to 1994. He was also the Speaker of the Grand National Assembly from 1997 to 1999. In November 2003, he became the first NATO Senior Civilian Representative in Afghanistan.

Early Life and Education
Hikmet Çetin was born in Lice, a town in Turkey's southeastern Diyarbakır Province. He finished primary school in his hometown. Then, he went to high school in Ankara. In 1960, he earned a degree in Economics and Finance from Ankara University.
After university, Hikmet Çetin joined the State Planning Organization (DPT). This organization helps plan the country's economy. He then went to the United States. There, he earned a master's degree in "Economics of Development" from Williams College. In 1968, he did research on "Planning models" at Stanford University in California. After returning to Turkey, he worked as the head of the Economics Planning Department at the DPT until 1977. He also taught part-time at Middle East Technical University in Ankara.
Political Career Highlights
Hikmet Çetin started his political journey in the 1977 general elections. He was elected as a representative for Istanbul from the Republican People's Party (CHP). From 1978 to 1979, he served as a Minister of State. He later became Deputy Prime Minister under Prime Minister Bülent Ecevit. After a military takeover in 1980, political parties were banned. Çetin then worked as an advisor for planning to the Government of Yemen.
He returned to politics in 1987. He was elected to the parliament as a representative for Diyarbakır. He was part of the Social Democratic Populist Party (SHP). This party was formed after the Republican People's Party was banned. He became the Secretary General of the SHP. In 1991, Hikmet Çetin was elected to Parliament for the third time, representing Gaziantep.
In 1991, he was chosen to be the Minister of Foreign Affairs. He served in the government led by Prime Minister Süleyman Demirel. He continued in this role when Tansu Çiller became Prime Minister. Hikmet Çetin left his position as Foreign Minister on July 27, 1994.
In 1995, the SHP and CHP parties decided to join together. Hikmet Çetin was chosen to lead the new combined party on February 18, 1995. However, he decided not to run for the party leadership again at a meeting on September 9, 1995.
Hikmet Çetin was re-elected to Parliament in the 1995 general elections. On October 16, 1997, he was elected as the Speaker of the Parliament. He held this important position until April 18, 1999.
International Diplomatic Role
On November 19, 2003, Hikmet Çetin was given a new and important job. He became the first NATO Senior Civilian Representative in Afghanistan. This was the highest political role for NATO in that country. NATO had taken command of the International Security Assistance Force (ISAF) there in August 2003. He started his work in Kabul on January 26, 2004. He served two terms in this role, finishing on August 24, 2006.
Life After Politics
Since 2013, Çetin has been a member of the Global Leadership Foundation. This organization is led by F. W. de Klerk. The foundation helps support democratic leadership around the world. It also works to prevent conflicts and promote good ways of governing. They do this by sharing the experiences of former leaders with current national leaders. It is a non-profit group made up of former heads of government and other senior officials.
Personal Life
Hikmet Çetin is of Kurdish background. He is married to İnci Çetin, and they have two children.
