Hikmet Çetin (born 10 August 1937) is a Turkish politician who is now retired. He is of Kurdish background. Throughout his career, he held many important jobs in Turkey. These included being the Minister of Foreign Affairs from 1991 to 1994. He was also the Speaker of the Grand National Assembly from 1997 to 1999. In 2003, he became the very first Senior Civilian Representative for NATO in Afghanistan.

Early Life and Education

Hikmet Çetin was born in Lice, a town in southeastern Turkey. He finished primary school in Lice and high school in Ankara. In 1960, he earned a degree in Economics and Finance from Ankara University.

After university, he joined the State Planning Organization (DPT). This organization helps plan Turkey's economy. He then went to the United States to study more. He earned a master's degree in "Economics of Development" from Williams College. In 1968, he did research on "Planning Models" at Stanford University in California. After returning to Turkey, he worked as the head of the Economics Planning Department at the DPT until 1977. During this time, he also taught at the Middle East Technical University in Ankara.

Political Career Highlights

Hikmet Çetin started his political journey in 1977. He was elected as a representative (called a deputy) for Istanbul from the Republican People's Party (CHP). From 1978 to 1979, he served as a Minister of State and later as Deputy Prime Minister. He worked in the government led by Prime Minister Bülent Ecevit.

After a military takeover in 1980, political parties were banned. Hikmet Çetin then worked as an advisor for planning in the government of Yemen.

He returned to politics in 1987. He was elected to the Turkish Grand National Assembly (Turkey's parliament) as a representative for Diyarbakır. He joined the Social Democratic Populist Party (SHP). This party was a new version of the banned Republican People's Party. He became the Secretary General of the SHP.

In 1991, he was elected to Parliament again, this time for Gaziantep. He was then appointed as the Minister of Foreign Affairs in 1991. The Minister of Foreign Affairs is in charge of how Turkey deals with other countries. He continued in this role when Tansu Çiller became Prime Minister. He left this position in July 1994.

In 1995, the SHP and CHP parties decided to join together. Hikmet Çetin was chosen to lead the new combined party. He was elected chairman on 18 February 1995. However, he decided not to run for chairman again later that year and resigned.

Hikmet Çetin was elected to Parliament once more in 1995. On 16 October 1997, he was chosen as the Speaker of the Parliament. The Speaker is like the leader of the parliamentary meetings. He held this important job until April 1999.

Important Diplomatic Role

On 19 November 2003, Hikmet Çetin was given a very special job. He became the first NATO Senior Civilian Representative in Afghanistan. NATO is a group of countries that work together for peace and safety. This role meant he was NATO's highest political representative in Afghanistan. NATO had taken command of the International Security Assistance Force (ISAF) there. He started his work in Kabul in January 2004 and served two terms until August 2006.

Life After Politics

Since 2013, Çetin has been a member of the Global Leadership Foundation. This organization is made up of former leaders from around the world. They work to help current leaders with good governance. This includes supporting democracy, preventing conflicts, and promoting human rights. They share their experience with leaders in a private and helpful way.

Personal Life

Hikmet Çetin is of Kurdish background. He is married to İnci Çetin, and they have two children.
