The Hoti cabinet was a group of leaders who ran the government in Kosovo. It was formed on June 3, 2020. This government was created after several political parties agreed to work together. These parties included the Democratic League of Kosovo, Alliance for the Future of Kosovo, Social Democratic Initiative, New Kosovo Alliance, and Serb List.

How the Hoti Cabinet Was Formed
This section explains the steps that led to the Hoti cabinet being created.
Getting the Mandate
On April 30, 2020, the President of Kosovo, Hashim Thaçi, gave Avdullah Hoti the job of forming a new government. This happened after the previous government, led by Prime Minister Kurti, lost a vote of no confidence in the parliament. A no-confidence vote means that most lawmakers no longer support the current government.
Court's Decision
The Constitutional Court checks if government actions follow the country's laws. On May 1, 2020, the court temporarily stopped the President's decision to give Hoti the mandate. They wanted to review it until May 29, 2020.
Later, on May 28, 2020, the Constitutional Court decided. They said that the President's action was correct. It followed Article 82, paragraph 2, of the Constitution. This meant Avdullah Hoti could continue trying to form a government.
Hoti Becomes Prime Minister
On June 3, 2020, Avdullah Hoti was officially chosen as the new Prime Minister. He received 61 votes in favor from the parliament. There were 24 votes against him and 1 abstention.
Why the Government Ended
On December 21, 2020, the Constitutional Court made another important decision. They found that one vote, cast by a lawmaker named Etem Arifi, was not valid. This vote had helped form the Hoti government. Because of this invalid vote, the court ruled that Kosovo needed to hold new elections very soon. The Hoti government then became a "caretaker" government. This means they continued to manage the country's affairs until new elections could be held and a new government formed.
