Ion Chicu (born 28 February 1972) is an economist and politician from Moldova. He was the Prime Minister of Moldova from 2019 until he stepped down in 2020.

Biography

Ion Chicu was born on 28 February 1972. His birthplace was the village of Pîrjolteni in the Călărași District of Moldova. He studied at the Academy of Economic Studies of Moldova, focusing on management.
In 2005, he worked as a director in the Ministry of Economy and Trade. Later, in the mid-2000s, he became the Deputy Minister of Finance for Moldova. From 2008 to 2009, he was a chief adviser to Prime Minister Vasile Tarlev. He advised on economic matters and international relations.
Chicu also led the Strategic Development Council for a medical university. He worked as a consultant on how governments manage their money. In 2018, he became the Secretary General of the Ministry of Finance. Later that year, he was promoted to Minister of Finance. He left this role during a political situation in 2019.
Ion Chicu is married and has three children. After his time as prime minister, he started his own political party in 2021. It is called the Party of Development and Consolidation of Moldova. This party supports closer ties with Europe. In the 2021 Moldovan parliamentary election, his party did not win any seats.
Time as Prime Minister (2019–2020)
On 14 November 2019, the government led by Prime Minister Maia Sandu lost a vote of no confidence. This happened after they tried to change the judicial system. Ion Chicu was then approved as the new prime minister with support from over 60% of the Members of Parliament.
On the same day, he promised that his government would keep all agreements with international partners. This included organizations like the International Monetary Fund and the World Bank. When he was appointed, President Igor Dodon described him as a "technocrat." This means he was seen as a professional who was not part of any political party. However, Chicu had previously advised President Dodon.
The day after his appointment, President Dodon introduced Chicu's new team of ministers. This team included Victor Gaiciuc as defense minister and Pavel Voicu as interior minister. On 20 November, Chicu made his first official visit to Moscow. There, he met with Russian Prime Minister Dmitry Medvedev.
In May 2020, Chicu had a disagreement with a Romanian politician named Siegfried Mureșan. Chicu later apologized for his words during a meeting with the Romanian ambassador. He thanked Romania for its help to Moldova during the COVID-19 pandemic. On 9 December 2020, Chicu tested positive for COVID-19.
Chicu and his government resigned on 23 December 2020. This happened during protests that called for early parliamentary elections. He continued as acting prime minister for a short time. However, he chose not to stay until a new government was fully formed. Aureliu Ciocoi took over as acting prime minister on 31 December 2020.
Political Life After Being Prime Minister
On 31 March 2021, Ion Chicu founded a new political party. It is called the Party of Development and Consolidation of Moldova (PDCM). The party was officially registered on 17 April 2021.
2024 Presidential Campaign
On 22 September 2024, Chicu officially registered to run in the 2024 Moldovan presidential election. He announced his candidacy the next day. Chicu promised to be a "President of all Moldovans." He said he was committed to working for a better future for Moldova.
Chicu stated that he would not have run if his party had not encouraged him. His campaign focused on several key areas. These included improving the population numbers, ensuring good pensions, and developing the national economy. He also aimed to make sure people had access to quality healthcare.
Chicu expressed his support for European integration. He said this goal reflects Moldova's national interest. However, he also mentioned that he would put in place clear rules for non-governmental organizations.
Despite supporting European integration, Chicu was against the EU membership constitutional referendum. He believed the referendum could be "dangerous" for Moldova's independence. He also thought it was an attempt by President Maia Sandu to gain more support for her second term.
In the first round of the election, Chicu received 31,785 votes. This was about 2.06% of all votes cast. He did not win in the first round.
