Jacob Garber Neff (born December 2, 1840 – died January 28, 1925) was an American politician. He served as a representative in the Virginia House of Delegates. This is a part of the state government in Virginia.

Jacob Neff's Military Service
Jacob Neff joined the Confederate States Army during the American Civil War. He held the rank of captain. During the war, he was hurt several times. However, he kept serving in the army. After the war ended in 1865, he went back to work on his farm. Soon after, he became the Sheriff for Shenandoah County. He later retired early from this job.
Jacob Neff's Political Journey
In 1881, Jacob Neff was chosen to run for office. He was the candidate for the Democratic Party. He aimed to represent Shenandoah County in the Virginia House of Delegates. This is a group of elected officials who make laws for the state.
During his campaign, he shared his views on important issues. He believed that people who paid taxes should have a strong voice. He also thought that elected officials should protect the interests of all citizens. He promised to be fair to everyone in the community.
However, he did not win this election. He lost to George J. Grandstaff. Grandstaff was the candidate for the Readjuster Party. Jacob Neff received 1,165 votes, while his opponent got 1,492 votes.
In August 1882, Neff attended a meeting for the Democratic Party. He represented the Lee District at this event. Later, in 1893, he represented the Ashby District.
Winning the 1893 Election
In October 1893, Jacob Neff was again nominated to run for the House of Delegates. He was chosen to represent Shenandoah County. He won the nomination by a very small margin. He beat J. N. Brennan, who was the Democratic County Chairman, by only four votes. The person who held the position before him, Philip W. Magruder, decided not to run again.
Jacob Neff's campaign focused on his background as a farmer. He worked hard to get support from other farmers in the area. This strategy helped him connect with many voters.
He won the election with 1,550 votes. This was 336 more votes than his closest opponent. His opponent was Daniel Spiker, who was the Republican candidate.
Later Work and Life
In 1902, Jacob Neff became the president of the Shenandoah Valley Turnpike Company. This company managed a major road in the area.
He lived in Mount Jackson. His daughter, Cora Neff, got married in May 1902. She married P. M. S. Bird Jr.
