Jagmohan Malhotra (born 25 September 1927 – died 3 May 2021), known simply as Jagmohan, was an important Indian government official and politician. He worked for the Indian National Congress party for a while. Later, in 1995, he joined the Bharatiya Janata Party.
Jagmohan held many key positions. He was the Lieutenant Governor of Delhi and Goa. He also served as the Governor of Jammu and Kashmir twice. He was elected as a Member of Parliament for New Delhi three times. In the government, he was a Union Minister, looking after departments like Urban Development and Tourism.

Early Life and Family
Jagmohan Malhotra was born on 25 September 1927. His birthplace was Hafizabad, which was part of British India at that time. His parents were Amir Chand and Dropadi Devi. In 1957, he married Uma, who became known as Uma Jagmohan.
Career Highlights
Jagmohan became well-known during the mid-1970s. At that time, he was the vice-chairman of the Delhi Development Authority. He worked closely with Sanjay Gandhi, who advised his mother, Prime Minister Indira Gandhi. During a period called the Emergency (1975–77), Jagmohan was given the job of "beautifying" Delhi. This involved clearing many slum areas. He was very good at this task.
Jagmohan received several important awards for his work. He was given the Padma Shri in 1971. Later, in 1977, he received the Padma Bhushan.
In 1982, Delhi hosted the 1982 Asian Games. Jagmohan was serving as the Lieutenant Governor of the city then. The games were very successful, and Jagmohan's strong leadership was praised. Delhi also hosted the Non-Aligned Summit, which was also a success.
Governor of Jammu and Kashmir
Jagmohan served as the Governor of Jammu and Kashmir twice. His first term was from 1984 to 1989. During this time, there were some difficult situations, including unrest in 1986.
He is remembered for improving the famous Hindu shrine of Mata Vaishno Devi. He set up a special board to manage the shrine. This board helped develop better facilities and roads for pilgrims visiting the holy site. These improvements continue to help visitors today.
In 1989, when challenges increased in Kashmir, Prime Minister V. P. Singh re-appointed Jagmohan as governor. He later joined the BJP party around 1994.
Political Journey
Jagmohan decided to enter national politics. In 1996, he ran for the Lok Sabha (the lower house of India's Parliament). He won the election from the New Delhi area. He defeated the famous Bollywood actor Rajesh Khanna.
He won the New Delhi seat again in 1998 and 1999. In these elections, he defeated R. K. Dhawan of the Indian National Congress party.
In the BJP Government
When Atal Bihari Vajpayee became Prime Minister in 1998, Jagmohan became a minister in his government. He held several important roles. These included Minister for Communications, Urban Development, and Tourism.
Jagmohan also served as a nominated Member of Parliament in the Rajya Sabha (the upper house of Parliament) from 1990 to 1996.
In the 2004 elections, he lost his seat to Ajay Maken. In 2019, Jagmohan took part in a campaign by the BJP. This campaign aimed to inform people about the benefits of changing certain laws related to Jammu and Kashmir.
Awards and Recognitions
Jagmohan received many awards for his dedicated service to the country.
- Padma Shri (1971): He received this award for his work on the Delhi Master Plan. This plan helped organize and develop the city of Delhi.
- Padma Bhushan (1977): He was honored for his excellent management skills. He found new ways to fund development projects by using government land resources wisely.
- Padma Vibhushan (2016): This is one of India's highest civilian awards. He received it for his significant contributions to public affairs.
Jagmohan was also one of the people who started the Samkalp Foundation. This foundation helps students from poorer backgrounds prepare for civil services exams. It provides them with coaching and other support. He also wrote a famous book called "My Frozen Turbulence in Kashmir".
Passing Away
Jagmohan Malhotra passed away in Delhi on 3 May 2021. He was 93 years old.
