James Clifford Miller III (born June 25, 1942) is an American economist and former government official. He was born in Atlanta, Georgia. Miller held important roles in the United States government.
He served as the chairman of the Federal Trade Commission (FTC) from 1981 to 1985. After that, he became the Budget Director for President Ronald Reagan from 1985 to 1988. Miller was special because he was the first person to lead the FTC who was an economist by profession. Most previous leaders had a legal background.
Miller also tried to become a U.S. Senator for Virginia. He ran in 1994 and 1996 but did not win the nomination from the Republican party.
Early Life and Education
Miller grew up in Conyers, Georgia. He went to the University of Georgia and earned a degree in economics in 1964. Later, he continued his studies at the University of Virginia. There, he received his PhD in economics in 1969.
Before working for the government, Miller was a scholar at the American Enterprise Institute. He studied government rules and regulations from 1977 to 1981.
Important Government Roles
Miller started his public service career in 1981. He was the first administrator of the Office of Information and Regulatory Affairs. This office helps manage government paperwork and rules.
He also helped Vice President George H. W. Bush with a special group. This group worked on making government rules simpler. From 1981 to 1985, Miller led the Federal Trade Commission. The FTC protects consumers and makes sure businesses compete fairly.
After his time at the FTC, Miller became the director of the United States Office of Management and Budget. He held this position from October 1985 to October 1988. This office helps the President manage the government's budget.
Today, Miller is a respected fellow at George Mason University. He is also a senior fellow at the Hoover Institution at Stanford University.
Work Outside Government
After his government service, Jim Miller worked with many different organizations. He was involved with groups that focused on economic policy and public affairs. For example, he was a board member for the Tax Foundation. He also served on the board of visitors for George Mason University.
From 2003 to 2012, Miller was a member of the Board of Governors of the United States Postal Service. He was even chosen as chairman of the board for several years.
In 2009, Miller was asked to lead a special group in the Cayman Islands. This group looked for new ways for the Cayman Islands government to raise money. The Cayman Islands usually does not have direct taxes.
