James Clifford Miller III, born on June 25, 1942, in Atlanta, Georgia, is an American economist. He worked for the United States government in important roles. From 1981 to 1985, he was the chairman of the Federal Trade Commission (FTC). After that, he became the Budget Director for President Ronald Reagan from 1985 to 1988.
Jim Miller was unique because he was the first person to lead the FTC who was an economist. Most people in that role before him had a background in law. He also tried to become a Senator for Virginia but did not win the elections in 1994 and 1996.
Early Life and Education
Jim Miller grew up in Conyers, Georgia. He went to the University of Georgia and earned a degree in economics in 1964. Later, in 1969, he received his PhD in economics from the University of Virginia.
Before working for the government, Miller was a scholar at the American Enterprise Institute from 1977 to 1981. He also helped lead a center there that studied government rules.
Public Service Roles
Jim Miller held several key positions in the government. He was the first leader of the Office of Information and Regulatory Affairs from April to October 1981. He also helped Vice President George H. W. Bush with a special group that looked at government rules.
From 1981 to 1985, he was the chairman of the Federal Trade Commission. This agency works to protect consumers and make sure businesses compete fairly. After that, from October 1985 to October 1988, Miller was the director of the United States Office of Management and Budget. In this role, he helped the President manage the country's budget.
Today, he is a respected fellow at the Center for Study of Public Choice at George Mason University. He is also a senior fellow at the Hoover Institution at Stanford University.
Work Outside Government
After his time in government, Jim Miller worked in the private sector and for other organizations. He was a counselor and board member for groups like Citizens for a Sound Economy. He also served on the boards of the Tax Foundation and the Progress and Freedom Foundation.
From 2003 to 2006, Miller was the chairman of a company called Capital Analysis Group. He also served on the Board of Governors of the United States Postal Service from 2003 to 2012, where he was elected chairman for three years.
In 2009, Jim Miller was asked by the Premier of the Cayman Islands to lead a group. This group looked at ways the Cayman Islands government could raise money. The Cayman Islands usually does not have direct taxes, but they were exploring new ways to get funds.
